In 8 months, Russia has killed and wounded more Ukrainian civilians than in all of 2025, - Lubinets

In the first eight months of 2026, more Ukrainian civilians were killed and wounded as a result of Russian attacks than in the entire previous year. In July alone, the number of civilian casualties reached its highest level in more than four years.
According to Censor.NET, this was stated by Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, during an interactive dialogue with the UN High Commissioner for Human Rights regarding the situation in Ukraine.
According to the ombudsman, Russian attacks in July claimed the lives of 437 civilians, and another 2,610 people were wounded. This is the highest monthly toll of civilian casualties since May 2022.
Lubinets also highlighted the extent of the destruction of civilian infrastructure. Since the start of Russia’s full-scale invasion of Ukraine, 4,661 educational institutions, 2,671 medical facilities, and 1,990 cultural heritage sites have been damaged or destroyed.
He noted that Russian troops are repeatedly attacking some of the sites that have already been restored.
The Ombudsman called on the international community to continue documenting attacks on civilian infrastructure, strengthen its protection, support reconstruction efforts, and ensure accountability for violations of international law.
"Russian attacks on civilian infrastructure must not only be documented, but also subject to a proper assessment under international law and result in consequences for those responsible," Lubinets emphasized.
