Veteran Dmytryshyn placed under house arrest over Teremky protests

Kyiv’s Holosiivskyi District Court has imposed a preventive measure on veteran and activist Liubomyr Dmytryshyn, who participated in protests against tree felling in Kyiv’s Teremky neighbourhood.

He was placed under overnight house arrest.

Under the court’s ruling, Dmytryshyn must not leave Kyiv and must report his whereabouts.

The prosecutor requested round-the-clock house arrest for Dmytryshyn. The court partially granted the motion and ordered house arrest from 12:00 a.m. to 5:00 a.m.

The defence, meanwhile, asked the court to reject the request for a preventive measure.

Masi Naiiem also offered to act as a personal guarantor for Dmytryshyn, but the court refused.

The lawyers plan to appeal the ruling.

What does Dmytryshyn say?

He considers the court’s ruling disproportionate and the allegations against him unfounded. He said he had come to Teremky to support local residents because his relatives live there:

I called for construction work in Teremky to be halted and for proper communication with the community.

He also said he saw "signs of political persecution" in the case. According to the activist, law enforcement officers seized his communication devices, so he is currently unable to comment on the video released by police.

Dmytryshyn has veteran status. He served in the Lyman sector, where he was wounded, after which he was discharged from military service.

Background

  • It was previously reported that a conflict had erupted over tree felling in a park in Teremky, in Kyiv’s Holosiivskyi district. Kyiv police said the work was being carried out legally. They noted that it involved preparations for the construction of a district heating network under municipal decisions.
  • It also emerged that a clash between activists and Municipal Guard personnel occurred during a protest against the continuation of construction of the district heating network in Teremky. One female protester injured her arm, and police are investigating the circumstances of the incident.
  • Police later reported that they had identified those involved in the conflict that occurred on 27 September during a peaceful demonstration on Teremkivska Street. Law enforcement officers detained a 24-year-old man who, according to investigators, organised and coordinated the actions of those involved in the clash with police.
  • Subsequently, lawyers said that, following the protests in Teremky, law enforcement officers conducted a search and detained veteran and activist Liubomyr Dmytryshyn. Defence lawyers allege violations during the detention and search and are already challenging the lawfulness of his deprivation of liberty.
