Ukraine faces UAH 60 billion shortfall for critical infrastructure protection – Kalashnyk

Ukraine needs extra UAH 60 billion to protect critical infrastructure

Around UAH 60 billion in additional funding is needed to complete work to protect Ukraine’s critical infrastructure and build new protective structures. Meanwhile, Russian forces continue to attack facilities where construction is underway.

Minister for Recovery, Infrastructure and Transport Mykola Kalashnyk said this during government question time in the Verkhovna Rada, Censor.NET reports.

According to the minister, the 2026 state budget allocates UAH 67.6 billion for implementing resilience plans. Almost 70% of these funds have already been spent.

"Around UAH 60 billion in additional funding is needed to complete the work already started and build the next phase of protective structures," Kalashnyk said.

Protection of energy and municipal infrastructure

Engineering protection works are currently underway at 601 facilities, including major electricity substations and heating and water supply facilities. Overall, the work is 72% complete, with UAH 47 billion allocated to it.

A total of 109 protective structures have already been built. Another 134 are scheduled for completion in November and 197 in December.

Meanwhile, the development of distributed heat generation continues. Work is underway on 343 facilities with a combined design capacity of almost 3.2 GW. UAH 13.5 billion has been allocated for these purposes.

Around 1.5 GW of capacity is scheduled to be commissioned in the coming months, followed by another 800 MW in the first quarter of 2027.

In addition, 30 water supply projects are being implemented across 14 regions to provide 10 million people with quality drinking water. Around UAH 4.5 billion has been allocated to these projects this year.

Backup power capacity for municipal utilities already exceeds 1 GW, against a requirement of 1.4 GW.

In Kyiv, protective structures are being built at 14 facilities. On average, the work is 82% complete, while facilities under the central government’s responsibility are 86% ready for winter.

Russia has carried out around 500 strikes on construction sites

Kalashnyk said that work to protect infrastructure is being carried out under constant Russian fire.

According to him, around 500 Russian strikes have already been recorded at facilities where construction is underway. Nearly 100 pieces of specialised equipment have been damaged, and around 40 construction workers have been injured.

At the same time, the minister stressed that the effects of the attacks demonstrate the effectiveness of the protective structures built.
