NABU detains "Carthage" figures Tsenov, Demianchuk and Rybalko (updated)

Volodymyr Tsenov

Anti-corruption agencies have detained Volodymyr Tsenov, first deputy head of the National Police’s Strategic Investigations Department.

Censor.NET learned this from its own sources.

Details

SAPO told us that Tsenov had been detained, along with Oleksandr Demianchuk ("Consultant"), deputy head of a section in the Criminal Investigation Directorate of the National Police’s Main Directorate in the Kyiv region, and Vitalii Rybalko, identified as "Boxer" in NABU’s new recordings in the Carthage case.

The latter has been linked to abductions and torture carried out under the protection of law enforcement officers.

The detentions came amid the publication of new material in the Carthage case.

In recordings released by NABU, Tsenov is referred to by the nickname "Price".

"‘Price’ is a police officer, one of the senior officials in the National Police’s Strategic Investigations Department, who was responsible for providing cover for call centre operations," the Bureau said.

Background

  • Earlier, NABU reported that a senior SSU official was threatening to use a weapon and obstructing a search.
  • The Bureau subsequently said that NABU and SAPO had exposed a criminal organisation that systematically bribed senior officials in the SSU, National Police and prosecutor’s offices in exchange for "protection" for fraudulent call centres and other illegal businesses.
  • NABU said it had exposed a criminal organisation whose members had established a system of regular bribes to senior law enforcement officials to allow fraudulent call centres and other illegal businesses to operate unhindered.
