The Security Service’s counter-intelligence unit has detained a Russian agent who had been on the run from justice for over a year and a half following a terrorist attack in Dnipro.

This was reported by the SSU, according to Censor.NET.

Russian agent exposed

What is known

The suspect is a local draft dodger recruited by the Russians who, acting on orders from the Russian Federation, blew up the car of the head of the Left Bank Administration of the Dnipro City Council in April 2025. The official died in hospital from his injuries following the explosion of a homemade bomb. After carrying out the enemy’s orders, the agent went into hiding in the regional capital.

SSU counter-intelligence officers tracked down the agent’s whereabouts and detained him.

Committing a terrorist attack

It has been established that the man was recruited by Russian agents through an acquaintance living in the temporarily occupied city of Luhansk.

Shortly afterwards, the suspect was given the task of eliminating a Ukrainian official who lived in a neighbouring building.

To prepare for the terrorist attack, the perpetrator set up a hidden CCTV camera on the balcony of his flat to identify the victim’s car and the approximate time he left his home. Later, the agent received the coordinates of a hideout from Russia, from which he retrieved a homemade explosive device.

On the night before the attack, the suspect assembled an explosive device based on plastic explosive and fitted it with a motion sensor, before securing the bomb under the driver’s seat.

What are the consequences?

It is noted that during searches, a dashcam and two smartphones were seized from the detainee, which he used in turn to communicate with a Russian intelligence officer.

The suspect has been charged under Part 3 of Article 258 of the Criminal Code of Ukraine (a terrorist act resulting in the death of a person).

He faces life imprisonment with confiscation of property.

The issue of imposing a preventive measure in the form of remand in custody on the detainee is currently being considered.
