According to the text, Duka is suspected of participating in a criminal organization as an official using his official position, an offense under Part 3 of Article 255 of Ukraine’s Criminal Code.
According to investigators, the criminal organization included at least 12 people, including Duka.
To conceal the criminal activity and ensure the organization’s operation, Osipov recruited Duka, whom he had known since at least 2022, no later than October 2025.
Duka’s role involved coordinating the unit responsible for ensuring the organization’s operation and concealing its criminal activity, serving as its security element and liaison with the law enforcement system.
According to NABU, Duka also used the authority vested in his position to establish contacts between members of the criminal organization and the heads of other law enforcement agencies. This was intended to enable the criminal organization to influence those agencies’ actions and protect it from exposure.
