EU may provide Ukraine with another €20 billion by year-end, but payments depend on reforms – European Commission

EU links further €20 billion for Ukraine to reform progress

The European Commission plans to disburse approximately another €20 billion to Ukraine by the end of 2026 under the EU’s €90 billion loan programme. However, the final decision on disbursements will depend on Ukraine implementing the necessary reforms.

European Commission spokesperson Balazs Ujvari said this in response to a question from a European Pravda journalist in Brussels, Censor.NET reports.

According to him, following the disbursement of €4.36 billion to Ukraine on November 5 for budget support and defense needs, the European Union still has approximately €20 billion that could be paid out this year.

"It is important to continue reforms so that we can unlock the remaining funding, and that remains our goal. We want to reach €45 billion by the end of this year under the loan," Ujvari said.

However, when asked whether the European Commission was confident that the full amount would be disbursed by the end of the year, the spokesperson did not give a definitive answer.

He stressed that Brussels was committed to reaching the planned funding total, but that much would depend on further reforms in Ukraine.

Ujvari also praised the current pace of reforms, noting that Ukraine was making progress and that maintaining this momentum was important.

How much the EU plans to provide to Ukraine in 2027

The European Commission spokesperson also said that the Commission had adopted a financial strategy for supporting Ukraine in 2027 last week. The document is currently under consideration by the Council of the EU.

Under preliminary plans, approximately €32 billion could be allocated to Ukraine’s defense needs next year, with the remaining funds going towards budget support.
