Investigators of the Ternopil region police served a notice of suspicion to the commander of a military unit of abuse of office.
This was reported by Censor.NET with reference to the Communications Department of the National Police.
As noted, the suspect engaged four servicemen in the construction of his own house in the Khmelnytskyi region, and in return they received cash support as in the combat zone. The total amount of damage to the state is almost one million hryvnias.
What did the pre-trial investigation find?
During the pre-trial investigation, it was established that in October-December 2023, on the instructions of the commander of the military unit, four of his subordinates were building a private house located in a village in Khmelnytskyi region. They were officially included in the order to be sent to the combat zone in Mykolaiv region. However, as police investigators found out, the servicemen were at home, receiving their salaries and combat payments.
The total amount of payments to them during this time was almost one million hryvnias.
Law enforcement officers conducted authorised searches at the military unit, the commander's and servicemen's residence and at the construction site, and seized documentation and other material evidence of illegal activity.
Suspicion
Investigators of the Ternopil Region Police, with the assistance of the leadership of the Ministry of Defence and the Armed Forces and under the procedural guidance of the Specialised Defence Prosecutor's Office of the Western Region, served the suspect a notice of suspicion under Part 2 of Art. 364 (abuse of office that caused grave consequences to the state interests) of the Criminal Code of Ukraine. The article provides for up to 6 years in prison with disqualification to hold certain positions or engage in certain activities for up to three years, with a fine of five hundred to one thousand tax-free minimum incomes. The pre-trial investigation is ongoing. The issue of choosing a measure of restraint against the suspect is being decided.
In addition, the State Bureau of Investigation is conducting a pre-trial investigation into criminal proceedings to identify possible facts of the use of unstatutory measures of influence and violence against subordinates by officials of the 211th Pontoon and Bridge Brigade of the Support Forces of the Armed Forces of Ukraine (part 5 of Article 426-1 of the Criminal Code of Ukraine). The sanction of the article provides for imprisonment for a term of eight to twelve years.
It should be noted that the National Police did not specify which brigade it was, however, according to the SBI, the National Police is investigating the leadership of the 211th Brigade for involving their subordinates in the construction of their house in Khmelnytskyi instead of serving in the combat zone.
What preceded it?
Earlier, Censor.NET reported that the godson of the commander of the 211th Pontoon and Bridge Brigade, Vladyslav Pastukh , beat and abused soldiers who drank alcohol but did not pay him money for not drawing up reports of violations.
The General Staff reported that the commander was suspended after the article was published, and a commission of the Military Service Commission was sent to the military unit.
It was also noted that law enforcement officers are investigating the alleged involvement of the commander of the 211th Pontoon Bridge Brigade of the Armed Forces of Ukraine in the involvement of subordinates in the construction of a house in the Khmelnytsky region during their secondment to the combat zone.
The Main Inspectorate of the Ministry of Defence will verify the facts presented in the media about the abuse of servicemen of the 211th Pontoon Bridge Brigade of the Armed Forces of Ukraine.
At the same time, Defence Ministry spokesperson Dmytro Lazutkin said that the ministry had not received any preliminary information about cases of bullying of servicemen of the 211th Pontoon and Bridge Brigade of the Armed Forces.
