Over UAH 4.3 million in "combat pay" accrued: three former servicemen notified of suspicion, - Prosecutor’s Office. PHOTOS

A former deputy commander of a rifle company responsible for morale and psychological support, a former head of the medical service – head of the medical post – and a former head of the food supply service have been served with notices of suspicion for the unlawful allocation of ‘combat allowances’ totalling over 4.3 million.

This was reported by the Specialised Prosecutor’s Office for Defence in the Eastern Region, as reported by Censor.NET.

What is known

In December 2022, personnel from one of the territorial defence units were deployed to combat operations. Five days later, the servicemen were withdrawn from the line of contact to the rear, and their positions were handed over to personnel from another military unit. However, according to the suspects’ reports, the subordinate servicemen continued to receive additional monetary rewards for carrying out combat missions for a further two months, without proper verification or documentary evidence of their participation in such missions.

  • In particular, the former head of the food supply service, who was effectively acting as head of logistics, submitted reports containing inadequately verified information regarding his subordinates’ participation in combat missions in December 2022 and January 2023. As a result, the military personnel in question were overpaid by 3,155,574 UAH.

  • The former deputy commander of an infantry company for morale and psychological support, who was effectively acting as the company commander, submitted a report containing inadequately verified information regarding the company’s servicemen’s participation in combat missions in January 2023. As a result, subordinate service personnel were overpaid 787,364 UAH.
  • The former head of the medical service – the head of the medical post – submitted reports containing inadequately verified information regarding the participation of medical service personnel and the medical post in combat operations in December 2022 and January 2023. As a result, subordinate service personnel were overpaid 440,390 UAH.

It is noted that, as a result of the suspects’ improper performance of their official duties, they issued documents on the basis of which subordinates were unduly paid additional monetary rewards totalling 4,383,329 UAH.

What they are charged with

The suspects’ actions have been classified under Part 4 of Article 425 of the Criminal Code of Ukraine – negligent conduct by a military officer in the performance of their duties, where this has caused serious consequences, committed under martial law.

The prosecutor has filed a motion for the application of a preventive measure in the form of remand in custody in respect of two suspects and a motion for the application of a preventive measure in the form of house arrest in respect of the third. The prosecutor also plans to file a motion to seize their property.
