Nearly UAH 2 million for "combat" missions that never occurred: SBI serves SBGS colonel with suspicion notice

Border Guard colonel suspected over UAH 2M combat payments

The State Bureau of Investigation (SBI) has served a colonel of the State Border Guard Service (SBGS) of Ukraine with a notice of suspicion over inadequate oversight of payments to military personnel. According to the investigation, between 2023 and 2025, they were unjustifiably awarded almost UAH 2 million in additional remuneration for combat and special missions they did not actually perform.

According to Censor.NET, the State Bureau of Investigation reported this.

SBI employees, with operational support from the Main Department for Internal and Personnel Security "West" of the State Border Guard Service, served a colonel of a border guard detachment in Volyn with a notice of suspicion.

At the time of the offence, he served as the detachment’s first deputy commander and chief of staff. He currently heads one of Ukraine’s border guard detachments.

Remuneration allegedly paid for performing combat missions

According to the investigation, between 2023 and 2025, military personnel assigned to the territorial defence zone headquarters received up to UAH 30,000 in additional remuneration each month, purportedly for performing combat or special missions.

Failed to verify grounds for payments

In reality, the headquarters was not part of any active force grouping and was not a military command and control body. No combat orders were issued there, and no combat log was maintained. The military personnel also performed no special missions and were not even provided with communications equipment.

Despite this, the official failed to arrange a proper review of the documents or determine whether there were lawful grounds for the payments. As a result, almost UAH 2 million was unjustifiably awarded and paid to the military personnel.

A forensic economic examination confirmed that the state had sustained losses of UAH 1.948 million.

The colonel was served with a notice of suspicion of negligence in military service by a military official committed under martial law (Part 4 of Article 425 of the Criminal Code of Ukraine).

Eight years in prison
