Millionaire-pensioners: which regional prosecutors receive largest pensions

The scandal with prosecutors receiving pensions is gaining momentum. The rating of heads of regional prosecutor’s offices with the highest pensions has been published.

Following the publication of information about retired prosecutors from the Khmelnytskyi Prosecutor's Office, Censor.NET decided to analyse the declarations of other employees of regional prosecutor's offices in different regions of Ukraine.

Based on the analysis, we were able to compile a list of 30 heads of regional prosecutor's offices who receive the largest pensions:

1. Stanislav Muratov (43 years old), Deputy Head of the Kharkiv Prosecutor's Office, who received UAH 1,152,155 in pension in 2023, opens the ranking. For the first time, he indicated his pension in his declaration for 2020.
2. Andrii Kravchenko (39 years old), the Deputy Head of the Kharkiv Regional Prosecutor's Office, is also slightly inferior to him. In 2023, he received UAH 1,015,225 in pension. The pension first appeared in Kravchenko's declaration in 2021.
3. The top three are rounded out by the Head of the Kharkiv Regional Prosecutor's Office, Oleksandr Filchakov (45). In 2023, he declared UAH 823,071 of pension. According to the declaration, he started receiving it in 2020.
4. The fourth place is taken by Kateryna Shevtsova (42 years old), the Head of the Regional Prosecutor's Office in Cherkasy region, who received UAH 785,435 in pension in 2023. For the first time, she indicated her pension in her declaration for 2020.
5. Volodymyr Lymar (47 years old). First Deputy Head of the Kharkiv Region Prosecutor's Office. UAH 714,749 of pension is indicated in the declaration for 2023. He started receiving it in 2019.
6. Vladyslav Hriuk, Deputy Head of the Chernihiv Regional Prosecutor's Office. There is no information about his age in open sources, but it is known that he has been working in the prosecution service since 2000. In 2023, he received UAH 526,160 in pension. He first indicated it in his declaration for 2018.
7. The last representative of the Kharkiv Region Prosecutor's Office in the ranking is Deputy Head Oleksandr Suzyi (41). In 2023, he received UAH 439,576 of pension. According to his declaration, he started receiving it in 2021.
8. The Head of the Zaporizhzhia Regional Prosecutor's Office, Serhii Spilnyk (47 years old), who received UAH 433,713 in pension last year, is slightly inferior in terms of pension. He started receiving it back in 2017, at the age of 40.
9. The Head of the Rivne Regional Prosecutor's Office, Andrii Rudnytskyi (51 years old), declared UAH 424,671 in pension in 2023. It first appeared in Rudnytskyi's declaration back in 2017.
10. The top ten is rounded out by the Deputy Head of the Sumy Prosecutor's Office, Ihor Sydorenko (46 years old). For the first time, he indicated a pension of 406,224 in his declaration for 2023.
11. Denys Falchenko (42 years old) is the Acting Head of the Mykolaiv Prosecutor's Office. He has been working in the prosecutor's office since 2004. According to his declaration, he started receiving a pension in 2023 and declared UAH 393,120 of pension.
12. Oleksii Liashenko, Deputy Head of the Sumy Regional Prosecutor's Office, at the age of 39, declared UAH 385,499 in pension for the past year. He first declared it in his 2021 declaration when he was 36 years old.
13. Andrii Mykolaichuk (46 years old) is the Head of the Ternopil Region Prosecutor's Office. In 2023, he received UAH 326,331 in pension. In 2021, when he was 43 years old, Mykolaichuk began to indicate his pension in his declarations.
14. Deputy Head of Kirovohrad Prosecutor's Office Olena Nesterova (50 years old). In 2023, she received a pension of UAH 298,100. She started receiving her pension, according to her declaration, in 2017. She has been working in the prosecutor's office since 1999.
15. Hennadii Demchenko (57 years old) is the Deputy Head of the Kyiv Regional Prosecutor's Office. In 2023, he received a pension of UAH 252,160. He has been working in the prosecutor's office since 1995.
16. Several employees occupy the position at once. The youngest representative of this ranking, Deputy Head of the Kirovohrad Regional Prosecutor's Office Isa Tanriverdiiev (36 years old), closes the top. In 2023, he declared UAH 251,160 of pension. He first began to indicate it in his declaration for 2022, when he was 34 years old. He started his career in the prosecutor's office in 2011.
    
    

    Oleksii Oliinyk (44 years old) is the Head of the Khmelnytsky Regional Prosecutor's Office, who received UAH 251,160 in 2023. His pension was first reported in his 2017 declaration.

    
    
    

    Yurii Vysotskyi (45 years old) is Oliinyk's First Deputy. He received UAH 251,160 in 2023 and started reporting payments in his declarations in 2020.

    
    
    

    Yurii Sharnin (54 years old) - Deputy Head of the Prosecutor's Office of Odesa Region. He also received UAH 215,160 of pension in 2023. He has been working in the prosecutor's office since 1993, and he first indicated his pension in his declaration for 2015.

    
    
    

    Andrii Koval - First Deputy Head of Zaporizhzhia Regional Prosecutor's Office. 251,160 UAH of pension for 2023. There is no information about his age, but it is known that he has been working in the prosecution since 2001, and for the first time he indicated pension payments in his 2020 declaration.

    
    
    

    Tkachuk Viktoriia is a Deputy Head of the Donetsk Region Prosecutor's Office. In 2023, she also received UAH 251,160 of pension, which she first indicated in her declaration for 2020.

    
    
    

17. Oleksandr Tarhonii (51 years old) is the First Deputy Head of the Lviv Regional Prosecutor's Office. In 2023, he received a pension of UAH 165,355. He has been working in the prosecutor's office since 1995. For the first time, he indicated his pension in his declaration for 2017.
18. Vasyl Haivoron (46 years old) is the First Deputy Head of the Vinnytsia Regional Prosecutor's Office. In 2023, he received 154,398 UAH of pension. He indicated it for the first time in his declaration for 2023. In general, he has been working in the prosecutor's office since 2000.
19. Stanislav Hushchesov (46 years old) is the Head of the Chernihiv Prosecutor's Office. He first indicated his pension in his declaration for 2023, when he received UAH 153,662.
20. Ivan Kosei (47 years old) is the  First Deputy Head of the Zakarpattia Regional Prosecutor's Office. In 2023, he received 136,038 UAH of pension. For the first time, he indicated his pension in his declaration for 2022.
21. Valerii Prykhozhanov (50 years old) is the First Deputy Head of the Dnipropetrovsk Regional Prosecutor's Office. In 2023, he received UAH 122,921 in pension payments. For the first time, he indicated his pension in his declaration for 2021.
22. Oleksandr Korshun (43 years old) is the  First Deputy Head of the Sumy Regional Prosecutor's Office. He received UAH 118,972 of pension in 2023. He first indicated it in his declaration for 2020.
23. Vasyl Stefanets (49 years old) - Deputy Head of Ivano-Frankivsk Prosecutor's Office. In 2023, he received UAH 114,653 of pension. He indicated it in his declaration for 2021 for the first time.
24. Oleh Mostykhovskyi (43 years old) is the  First Deputy Head of the Zhytomyr Regional Prosecutor's Office. In 2023, he reported UAH 100,664 of pension. In the same year, he started receiving it for the first time.
25. Oleksandr Biloshytskyi (47 years old) is the Head of the Zhytomyr Regional Prosecutor's Office. He received UAH 85,005 of pension in 2023. He indicated it for the first time in his declaration for 2021.
26. Serhii Bizhko (48 years old) is the Head of the Prosecutor's Office of Dnipropetrovsk region. In 2023, he received UAH 83,836 of pension. For the first time, he indicated his pension in his declaration for 2021.
27. Ihor Domushchei (48 years old) - Head of the Odesa Regional Prosecutor's Office. He declared UAH 82,080 of pension in 2023. And for the first time it was indicated in the declaration for 2021.
28. Oleksandr Panchenko (45 years old) is the Head of the Sumy Regional Prosecutor's Office. In 2023, he received UAH 76,023 of pension. He listed it for the first time in his declaration for 2021.
29. Viktor Tymchuk (48 years old) is the Head of the Volyn Regional Prosecutor's Office. In 2023, he received UAH 75,850 in pension. He indicated it in his 2020 declaration for the first time.
30. Anatolii Kovalchuk (52 years old) is the Head of the Zakarpattia Regional Prosecutor's Office. In 2023, he received UAH 65,946 of pension. He indicated it for the first time in his declaration for 2020.

We also analyzed the declarations of other prosecutors who receive pensions in addition to their basic salaries. In total, we managed to identify 215 people in different regions of Ukraine.
