On 25 February, a video was posted on social media showing people in civilian and camouflage clothing in the centre of Rivne, where a group of people were blocking the road to the vehicle of the regional TCR and SS. The TCR explained that they had detained two men of mobilisation age who were wanted.

A video on social media showed a scuffle between people in civilian, police and camouflage clothing. They were surrounded by a crowd, some of whom were speaking loudly.
The video also captures a TCR bus with black licence plates, where two men in military uniforms were sitting.
Another was on the street talking to people. He took one of the men by the elbow, after which a woman from the crowd started shouting at him.
Response of the Rivne TCR
According to the Rivne Regional TCR and SS, a group of unidentified persons blocked the vehicle of the territorial centre for recruitment and social support in the city centre.
It is reported that during the incident, two people of mobilisation age were allegedly detained who did not have updated military registration documents and were wanted for evading mobilisation.
"This incident is a manifestation of a dangerous trend that could have negative consequences for the country's defence capability. Blocking military transport and obstructing the performance of official duties is unacceptable and may be classified as an offence under current legislation," the statement said.
The military commissariat added that the detainees are being held in one of the district TCRs and SSs of the region. They are preparing documents for them to undergo basic general military training.
"According to the conclusions of the military medical commission, both detainees are fit for service and have no restrictions," the TCR summed up.
What the police say
According to the police in the region, on 25 February, at around 15:30, approximately 20 people took to the road and blocked military vehicles.
"It has now been established that the military of the mobile alert group today found two men of mobilisation age who had not updated their military records and were wanted. According to the conclusions of the military medical commission, both men are fit for service and have no restrictions," they said.
After passing the MMC, the men were taken to the RTCR and the SS for military training, the police spokeswoman said.
"At that time, a clash broke out on the road, so patrol police officers were called. The inspectors removed the citizens from the roadway. After the minibus with the military and the men left the scene, the conflict was resolved," the police said, adding that they were investigating.
The police also have no information on whether the participants of the event went to hospital.
