It will be recalled that the international human rights organization Human rights watch reported that Russia regularly uses cluster munitions, causing hundreds of civilian deaths and damaging schools and private homes. In particular, they cite the case in Kramatorsk.

"One such attack on the train station in Kramatorsk on April 8, 2022 killed at least 58 civilians and injured another 100. The stigma created by the convention led to widespread international condemnation of these attacks," their report states.
