Dmytro Lubinets commented on the situation with passports for 18-year-old Ukrainians abroad

18-year-old citizens of Ukraine can obtain a passport abroad only if they have a military registration document.

This was stated by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, Censor.NET reports citing Suspilne.

According to him, this procedure applies to both those who are within the country and those who are abroad.

There is a procedure according to which, in order to obtain a passport of a citizen of Ukraine, you need to have an exclusive list of documents, including a document on military registration. I personally went through it, and many men who are physically in Ukraine and abroad go through it," Lubinets explained.

The Ombudsman emphasized that all citizens of Ukraine, regardless of where they are, must comply with Ukrainian legislation, "there can be no other approaches" as this would be discrimination.

"Everyone is equal in their rights and responsibilities. As for the appeals to me, they were indeed from those Ukrainian citizens whose rights, in their opinion, were violated when they received citizenship documents abroad," he added.

What preceded it?

Earlier, the Sudovo Yurydychna Hazeta reported that passport services abroad are massively refusing to accept documents for issuing or exchanging passports of Ukrainian citizens and foreign passports for men aged 18 who do not have an entry in the Oberih Register of Conscripts.

In particular, this refers to those who left Ukraine at the beginning of the full-scale invasion as minors and did not have time to physically register with the military registration and enlistment office.
