Correspondence with employees of State Bureau of Investigation, Prosecutor’s Office, and customs was found on phone of former head of Khmelnytskyi MSEC Krupa - media

The phone of the former head of the Khmelnytsky MSEC, Tetiana Krupa, was found to contain correspondence with persons associated with the SBI, the regional prosecutor's office, and customs.
According to Censor.NET, this was reported by Glavkom with reference to the court register.
Thus, during the review, the Appeals Chamber of the High Anti-Corruption Court focused on the seizure of the suspect's phone and laptops.
"As it turned out, the said equipment was seized during a search of the suspect's family home based on a court order. However, law enforcement officers failed to create a full copy of the mobile phone's memory and copy the data of several applications that were found in the device's memory during its direct inspection, including Telegram, Signal, and mail applications," the newspaper writes.
According to the report of the inspection of the iPhone 14 Pro Max phone belonging to Tetiana Krupa, investigators found chats with accounts in the Signal application that indicate the suspect's connections with SBI employees, the leadership of the regional prosecutor's office, and customs officers.
The phone also contained Krupa's correspondence with various subscribers about the processing of disability documents and deferrals for various persons. Among the correspondence was a statement from a judge of the Khmelnytsky Court of Appeal addressed to the Minister of Health for permission to travel outside Ukraine for medical treatment.
"The court believes that there are sufficient grounds to believe that all the seized property and documents meet the criteria of material evidence, therefore they are subject to arrest in order to ensure the preservation of material evidence," the appellate court ruling said.
Corruption in the MSEC
On 5 October, the State Bureau of Investigation reported that the head of the State Medical Expertise Commission in the Khmelnytskyi region, Krupa, was found to have $6 million in cash during searches. Suspilne noted that it was Tatiana Krupa, who is a member of the Servant of the People party in the Khmelnytsky Regional Council. Tetiana Krupa has been working as the chief doctor of the Regional Forensic Medical Examination Commission since 2008.
It was also reported that the head of the Khmelnytskyi regional center of the MSEC was detained and notified of suspicion of illegal enrichment.
Currently, the SBI is studying the lists found in the office of the head of the Khmelnytsky MSEC Krupa. They contain names and fictitious diagnoses.
On 7 October, the Pechersk District Court imposed a pre-trial restraint in the form of detention on the head of the Khmelnytsky Regional Medical Examiner's Office, Tetiana Krupa.
On 10 October, Oleksandr Krupa, the son of Tetiana Krupa, resigned at his own request from the post of head of the Pension Fund in the Khmelnytskyi region.
The National Agency for the Prevention of Corruption has announced that it will conduct a second full check of the declaration of Tetiana Krupa, head of the Khmelnytsky Regional Centre for Medical and Social Expertise.
On 16 October, the editor-in-chief of Censor.NET, Yurii Butusov, published information that 49 prosecutors of the Khmelnytsky region, headed by the regional prosecutor Oleinik, had received disability by "covering up"the corruption scheme of the servant of the people Krupa in the MSEC and the Pension Fund. In particular, the journalist provided a list of the names of all prosecutors and described the criminal scheme used.
Censor.NET also published a list of 30 heads of regional prosecutor's offices who receive the largest pensions.
Following the scandal, President Volodymyr Zelenskyy convened a meeting of the National Security and Defence Council, which resulted in the resignation of Prosecutor General Andriy Kostin and the approval of a plan to reform the MSEC.
On 9 December 2024, the Appeals Chamber of the High Anti-Corruption Court dismissed the appeal of the defense lawyers of Tetiana Krupa, the former head of the Khmelnytskyi MSEK. Her preventive measure was extended.
