Government’s recommendations on preventing youth emigration and preserving human capital in Ukraine have been approved – Verkhovna Rada

The Committee on Youth and Sports approved the Recommendations of the round table: "Youth emigration and ways to preserve human capital in Ukraine".

In particular, in accordance with the Recommendations approved by the Committee, the participants of the round table meeting recommend
The Cabinet of Ministers of Ukraine:
1) instruct ministries, other central executive authorities, and local executive authorities to support programs aimed at returning young people to Ukraine;
2) to ensure the formation of the National Youth Council in accordance with the requirements of Article 7 of the Law of Ukraine "On the Basic Principles of Youth Policy" by May 1, 2025;
3) to take measures to provide young Ukrainians aged 18 to 25 who are abroad with the opportunity to register for military service by undergoing electronic identification and clarifying their personal data through the electronic office of a conscript or person liable for military service during January-July 2025;
To instruct
Ministry of Defense of Ukraine, Ministry of Internal Affairs of Ukraine, State Migration Service of Ukraine
to develop and publish in the media and social networks effective and understandable algorithms for
- military registration of males aged 17 to 25 who are outside Ukraine;
- unimpeded entry and exit from Ukraine of Ukrainian citizens aged 18 to 25 who are studying in foreign higher, vocational and professional higher education institutions on a full-time basis;
- granting students abroad a deferment from mobilization on equal terms with students in Ukrainian educational institutions;
To the Ministry of Youth and Sports of Ukraine:
- when preparing the draft State Targeted Social Program "Youth of Ukraine" for 2026-2030, to include measures aimed at preserving human capital;
- within the framework of the competition for projects developed by youth and children's public organizations, for the implementation of which financial support is provided, to provide support for projects aimed at returning youth to Ukraine and reducing youth emigration.
To the Ministry of Education and Science of Ukraine:
- to help strengthen the capacity of educational institutions to support talented children and talented youth, in particular by encouraging teachers to develop educational programs that best meet the needs of the modern knowledge economy, as well as the needs of local employers, and by promoting the practice of higher education institutions concluding agreements with companies that use high technology and are interested in scientific developments for targeted training of students;
- provide for a broad program to support the creation of science parks in educational institutions located in regions with a high level of outflow of "talent" through grant programs.
Local executive authorities, local self-government bodies, in accordance with the established procedure within their powers:
1) include sections on human capital preservation in local and regional youth policy programs;
2) to provide support for targeted programs aimed at returning youth;
3) support projects of youth and children's public associations aimed at returning young people to Ukraine and reducing youth emigration.
