US agrees to link new deal with Ukraine to Budapest memorandum - media

In talks with US, Ukraine will propose partial ceasefire with Russia, hoping to resume US aid

The United States of America has recognised the connection between the new economic agreement with Ukraine and the obligations arising from the 1994 Budapest Memorandum.

This was reported by Censor.NET with reference to "European Pravda".

This is a document signed on 17 April, which provides for the further conclusion of a full-fledged economic partnership agreement and the creation of an investment fund for the reconstruction of Ukraine.

As noted, the main innovation is that the United States officially recognises the link between its assistance to Ukraine and its voluntary renunciation of nuclear weapons under the Budapest Memorandum. In particular, the document contains the following wording: "The United States of America recognize the contribution that Ukraine has made to strengthen international peace and security by voluntarily relinquishing the world's third largest arsenal of nuclear weapons".

This provision goes hand in hand with the recognition of the amount of assistance the US has provided to Ukraine since the outbreak of a full-scale war in 2022.

"Therefore, this provision means that Ukraine has received an additional card in the negotiations - the 'market value' of 1,500-2,000 strategic nuclear warheads and an even greater number of tactical warheads, 176 intercontinental ballistic missiles and several dozen strategic bombers that Ukraine gave up under the Budapest agreement," the EP article says.

Minerals Agreement with the United States

The day before, Ukraine and the United States signed a Memorandum of Intent, which confirms the constructive joint work of the teams and their intention to finalize and conclude the agreement.

Earlier, President Volodymyr Zelenskyy said that Ukraine and the United States could sign a memorandum of intent to conclude a minerals agreement online as early as 17 April.

In turn, US President Donald Trump said that the minerals agreement with Ukraine would be signed next Thursday.
