Dmitry Peskov, the spokesperson for the dictator Putin, stated that Donald Trump’s signing of the bill on ‘hellish sanctions’ is unlikely to contribute to resolving the war in Ukraine.

He made this statement in comments to Russian propagandists, according to Censor.NET.

"As for the signing of this document, it certainly does not contribute to the restoration of our bilateral relations. Nor, of course, is it likely to contribute to more successful progress towards resolving the war in Ukraine," said Peskov.

According to him, "over 30,000 different sanctions" had allegedly been "imposed" on Russia

"And, of course, Russia has, to a large extent, adapted to these sanctions and found ways to minimise the negative impact of their implementation," said the Russian dictator’s spokesperson.

Lindsey Graham’s bill on sanctions against Russia

In early April 2025, a bill introducing new sanctions against Russia was tabled in the US Senate, which provided for the imposition of a 500 per cent tariff on imports of goods from countries that continue to purchase Russian oil and other raw materials. The bill was co-sponsored by Senators Lindsey Graham (Republican) and Richard Blumenthal (Democrat).
On 10 July 2026, during a visit to Kyiv, Senator Lindsey Graham announced that an agreement had been reached with the White House administration on a new version of the draft bill on sanctions against the Russian Federation.
On 28 July, the US Senate held its first procedural vote on a bill to impose new sanctions against Russia and Iran. The bill was supported by 86 senators.
On 7 August, a bill imposing far-reaching sanctions against Russia and Iran was backed by an overwhelming majority in the US Senate. It was passed by 86 votes to 11.
On 16 September, the US House of Representatives passed a bill imposing sanctions on Russia, named after the late Senator Lindsey Graham. The bill was passed by 262 members of Congress, with 159 voting against.
The draft bill provides for a significant tightening of sanctions against Russia. In particular, it grants the US President the power to impose tariffs of up to 100 per cent on countries that continue to purchase Russian energy resources.
On Friday, 18 September (in Kyiv, in the early hours of Saturday, 19 November), US President Donald Trump signed into law a bill introduced by the late Senator Lindsey Graham imposing ‘hellish sanctions’ on Russia, which had been passed by the US House of Representatives the previous day.
