Public utility workers in Ivano-Frankivsk are unable to receive their wages

In Ivano-Frankivsk, delays in treasury payments have led to problems with paying the salaries of utility workers and funding the city’s preparations for the heating season.

Mykhailo Smushak, deputy mayor and director of the Department of Infrastructure, Housing and Municipal Services, told the local publication ‘Galka’ about this, according to Censor.NET.

According to the official, local budget administrators across the country, including in Ivano-Frankivsk, are currently experiencing delays or suspensions in payments.

Indeed, the city has already encountered funding issues with the municipal enterprise "Elektroavtotrans". The Treasury is preventing some payments from being processed. These include the payment of staff salaries, as well as the purchase of fuel and other essential supplies.

"We are already feeling the effects of this. In particular, for example, with regard to our municipal enterprise ‘Elektroavtotrans’, where the Treasury is blocking payments. And these payments mainly consist of wages, as well as fuel, lubricants and other supplies. We are currently looking for ways to pay out these funds after all, so that public transport does not come to a standstill and people do not experience any problems," explained Smushak.

As well as salary payments, the problem has also affected the city’s preparations for the winter.

"At the moment, there is a problem with works that we are unable to complete. This includes preparations for the heating season, repairs to building services and main pipelines. In Ivano-Frankivsk, we are currently building new boiler houses as part of a diversification strategy to provide heating for residents, schools and hospitals.

But all of this hinges on the need for payments from the city budget. If there is a delay, contractors cannot complete the work in full or pay their workers or equipment suppliers," emphasised the deputy mayor.

They hope that the government will review its financial policy and find a solution that takes into account the interests of both the state and local communities.

For now, officials are warning that with every day of delay in payments, the situation in the city will become increasingly critical.

What led up to this?

  • It should be recalled that the day before, Ukraine’s Finance Minister Serhii Marchenko stated that, despite assurances from European Commission representatives that Ukraine would have no external financing shortfall in 2026, the Ministry of Defence has an additional funding requirement for this year.
  • According to him, Ukraine plans to cover over $7 billion of this requirement using domestic resources – through savings and the reallocation of expenditure.
