Ukraine’s 2027 budget requires over $52 billion in external aid – Koretskyi

Ukraine needs over $52 billion in external budget funding for 2027

Ukraine’s external budget financing needs for 2027 exceed $52 billion, with more than $32.6 billion still to be secured. Serhii Koretskyi said this, stressing that the country’s defence capabilities, pension payments, hospital operations and support for businesses depend on these funds.

Censor.NET reports, citing his Telegram post.

Ukraine needs to secure more than $32 billion in additional funding

According to Koretskyi, he discussed next year’s external budget financing needs with representatives of the World Bank, the International Monetary Fund, the European Union and G7 countries.

Nearly $20 billion has already been identified under agreements with the EU, the IMF and Japan. However, more than $32.6 billion, or €30 billion, still needs to be secured.

"The country’s defence capabilities, pension payments, support for hospital operations and businesses depend on these funds," Koretskyi said.

  • In 2027, state budget spending on defence and security will amount to almost 44% of GDP. In addition, the Defence Forces’ funding needs outside the budget are estimated at $45 billion, or €40 billion.

Russian strikes reduce tax revenues

Koretskyi said he had addressed a ministerial roundtable held as part of the annual meetings of the IMF and World Bank via video link from Kyiv. This came after another massive Russian attack on energy infrastructure.

According to him, Russia systematically attacks critical infrastructure, businesses, production facilities and civilian sites. Destruction and business shutdowns could leave tax revenues approximately $1.5 billion below projections by the end of the year.

Koretskyi also said the government must approve the decisions needed to ensure continued financing, while parliament must consider bills required under IMF, World Bank and EU support programmes.
