Cabinet of Ministers has approved Strategy for Engineering Equipment of Defensive Lines for period up to 2028

Joint planning of engineering works, digital mapping of fortifications, and strengthening the protection of logistics routes against drones—these are the priorities set forth in the Strategy for the Engineering Infrastructure of Defense Lines for the Period Through 2028, which was approved by the Cabinet of Ministers of Ukraine. At the same time, the government approved an operational plan for its implementation in 2026–2028.
This was reported by the Ministry of Defense, according to Censor.NET.
The document was developed at the initiative of the Ministry of Defense, taking into account experience in combat operations and current trends in their development.
A uniform standard for defense lines throughout Ukraine
The provisions of the Strategy are aimed at adapting the engineering preparation of defensive lines to changes in enemy tactics, as well as to the specific features of the use of modern and future weapons systems.
The strategy establishes a uniform standard for equipping defensive lines throughout the country. The document sets deadlines and assigns responsibilities, and creates mechanisms to monitor implementation. We will scale up those solutions that have proven effective. But we will also take into account new challenges, threats, and changes in the enemy’s tactics. "The main goal is to protect our military personnel and civilians," said Yevhen Khmara, Minister of Defense of Ukraine.
The strategy will help strengthen the country’s defense capabilities, create better security conditions for the economy to function, and ensure the well-being of the population in regions bordering areas of active combat operations.
Its goal is to enhance the resilience of the Defense Forces’ units, ensure the safety of personnel, and guarantee the reliable functioning of both military and civilian logistics.
Construction, Road Maintenance, and Material Reserves
The strategy calls for coordinated planning of engineering operations involving the Defense Forces and government agencies. Plans must be regularly updated to reflect the situation on the ground and the needs of the troops.
Main Areas of Work:
- construction and maintenance of fortifications;
- installation of engineering barriers;
- strengthening anti-drone protection along logistics routes;
- the use of modern designs, materials, and camouflage techniques;
- establishing a reserve of construction materials and engineering equipment;
- Ensuring digital tracking of work performance, with the ability to monitor its status and results.
The document covers the entire lifecycle of the site's engineering infrastructure—from planning and construction to monitoring, maintenance, and restoration. This is intended to ensure that the infrastructure is ready for its intended use.
Digital Tracking and Monitoring of Construction Project Readiness
A unified digital geoinformation platform will be introduced to track and monitor the status of defense lines. It will be developed by utilizing and expanding the capabilities of existing information systems, in particular the "Delta" (DELTA) system.
The digital database will contain property records, photographs, and information about their location and condition. This will help monitor the progress of work, identify repair and restoration needs, and allocate resources in an informed manner.
The operational plan specifies the measures, timelines, responsible parties, and performance indicators. The Ministry of Defense will be responsible for the overall coordination of monitoring the implementation of the Strategy, while the General Staff will coordinate this work within the military command structure.
Funding is provided from the state and local budgets for the relevant year, as well as from other sources not prohibited by law.
Earlier, Defense Minister Yevhen Khmara noted during a meeting with Defense Minister Robertas Kaunas that Ukraine is scaling up its fortification measures based on real-world wartime experience and adapting them to new threats.
