Participants in "Carthage" discuss personnel reshuffles in SSU: Has Lysyi gone to Dnipro? Not bad little region

Members of a criminal organisation exposed as part of Operation Carthage discussed personnel reshuffles within the Security Service of Ukraine (SSU).
This is detailed in an investigation by the National Anti-Corruption Bureau of Ukraine (NABU), Censor.NET reports.
Details
Mykola Karas, a prosecutor with the Specialised Anti-Corruption Prosecutor’s Office (SAPO), said that between 2022 and autumn 2025, an individual nicknamed "Criminal" was able to become the organiser of a criminal organisation by using close personal ties, including with senior SSU officials.
Together with "Mexican" (likely referring to Burkin, the head of the Khimprom drug syndicate. - Ed.), he was able to expand their criminal activities on mutually beneficial terms.
"His circle of friends also included senior SSU officials involved in the attempt to strip NABU and SAPO of their independence in the summer of 2025," NABU added.
Specifically, "Criminal" discussed personnel reshuffles within the SSU.
Background
- Earlier, NABU reported that a senior SSU official was threatening to use a weapon and obstructing a search.
- The Bureau subsequently said that NABU and SAPO had exposed a criminal organisation that systematically bribed senior officials in the SSU, National Police and prosecutor’s offices in exchange for "protection" for fraudulent call centres and other illegal businesses.
- NABU said it had exposed a criminal organisation whose members had established a system of regular bribes to senior law enforcement officials to allow fraudulent call centres and other illegal businesses to operate unhindered.
