Embezzlement of UAH 6 million on procurement of ambulance parts: SSU and National Police uncover Kyiv City State Administration official and his accomplices. PHOTOS
The SSU jointly with the National Police uncovered a large-scale corruption scheme organised by an official of the Kyiv City State Administration.
This was reported by the SSU press service, Censor.NET reports.
Allegedly, together with three directors of the companies under their control and an accountant, they embezzled over UAH 6 million, which was allocated for the purchase of spare parts for ambulances needed to provide medical services in the capital during the war.
The investigation established that the organiser of the scheme, the head of the logistics service of Kyivmedspetstrans, created a tender by overstating the cost of the required spare parts and allowed only controlled companies to participate in the tender. After that, these companies supplied car parts at significantly inflated prices, and the excess funds were transferred to the personal accounts of the offenders.
Forensic economic examinations revealed an unjustified overstatement of over UAH 6 million, which should have been used to provide real assistance to Ukrainian medical services.
To avoid criminal liability, one of the main defendants in the scheme, the organiser of the crime, was transferred to a lower position. However, the SSU and the National Police established all the facts of the offences and detained the organiser and his accomplices.
The suspects are charged with violating several articles of the Criminal Code of Ukraine:
- p. 5 of Art. 191 (misappropriation, embezzlement or seizure of property through abuse of office committed under martial law by an organised group);
- p. 3 of Article 28, part 3 of Article 358 (forgery of documents, seals, stamps);
- p. 3 of Art. 28, paras. 1, 2 of Article 366 (forgery in office).
According to the sanctions of the articles, the offenders face up to 12 years in prison with confiscation of property and a ban on holding certain positions. Investigators are also establishing whether the scheme was part of a larger corruption scheme in other local authorities.
The operation was conducted by the SSU Main Directorate in Kyiv and Kyiv region jointly with the National Police investigators under the supervision of the Shevchenkivskyi District Prosecutor's Office.
