Three Russian occupiers who tortured a civilian in Izyum during the occupation of the Kharkiv region have been identified.
This was reported by the press service of the Prosecutor's Office of the Kharkiv region, Censor.NET reports.
The suspects are two mercenaries of the LPR Ministry of State Security, originally from the Luhansk region, and a Russian citizen, a soldier of the 204th rifle regiment of the mobilisation reserve of the 2nd Army Corps.
"The defendants took part in the occupation of Izium, Kharkiv region. In April 2022, they came to a bomb shelter in the local police station. At that time, more than 30 civilians were hiding from the shelling.
A militant from the 'ministry' ordered a local resident to immediately leave the bomb shelter and hand over his weapon. Their victim was a former police officer with an active pro-Ukrainian position. The defendants ordered him to hand over his weapon. The man replied that he had nothing. They handcuffed the victim and dragged him into a car, where he was beaten.
In addition, the man received dozens of electric shocks to the neck using a stun gun. The stun gun broke due to the heavy load: the victim continued to be beaten directly with the object itself," the statement said.
Then the man was brought to the territory of a local factory, where a local resident was kneeling on his knees. A sniper was sitting on the roof of the building. The perpetrators "clearly" showed the victim what would happen to him if he did not give up his weapon.
"Then they took the man to the car and ordered him to get into the trunk. The man refused. They hit him in the kidneys and forced him into the trunk. The suspects brought the victim to conduct a 'search' in his house to find weapons. The man tried to escape, but the occupants started shooting at his feet. After one of the shots, the bullet ricocheted off the ground, and a fragment hit the victim's leg. Having failed to find the weapon, the occupiers released the man after all the abuse," the prosecutor's office added.
Currently, all three have been served a notice of suspicion of cruel treatment of civilians committed by a group of persons by prior conspiracy (Article 28(2)(1)(a) of the Criminal Code of Ukraine). Two militants of the 'ministry of state security' are additionally charged with high treason committed under martial law (Article 111(2) of the Criminal Code of Ukraine). The issue of putting the suspects on the wanted list is being resolved.
It was established that the offenders committed the crimes in collusion with other occupiers. The investigation is ongoing.
