SBI officers served a notice of suspicion to the deputy head of the Vinnytsia Joint City Territorial Centre for Recruitment and Social Support and her former subordinate in connection with the beating of a man liable for military service who refused to sign a form and refused to be reserved.
This was reported by the State Bureau of Investigation, Censor.NET informs.
As noted, on 12 September 2024, a man who had received a summons but had a valid reservation due to his work at a critical infrastructure enterprise turned to the Vinnytsia TCR and SS. During his stay at the institution, the deputy head of the Centre, dissatisfied with the man's behaviour, forced him to sign a questionnaire and cancel his reservation.
When he refused, the official hit him on the head and began to strangle him. There was also another serviceman in the office, a subordinate of the official, who punched the man several times in the face and head. After the beating, the victim's phone was taken from him. The victim suffered a brain contusion, bruises and abrasions. He refused to sign any documents and appealed to the SBI.
The pre-trial investigation is ongoing, and investigators are looking into possible other cases of violence by the Centre's management. The deputy and her former subordinate are suspected of abuse of power by a military official, which caused substantial damage, committed under martial law by a group of persons (Article 28(1), Article 426-1(5) of the Criminal Code of Ukraine). They face a sentence of imprisonment for up to 12 years.
