Embezzled more than UAH 14.2 million from energy efficiency programme for schools: members of organised group to stand trial in Dnipropetrovsk region – National Police. PHOTOS
In the Dnipropetrovsk region, a case has been sent to court against members of an organised group who embezzled more than UAH 14.2 million during the implementation of an energy efficiency project in budget-funded institutions in the city of Dnipro, including schools.
This was reported by the National Police of Ukraine, Censor.NET informs.
What is known
The National Police said that in April 2025, a large-scale scheme involving the embezzlement of funds allocated for the implementation of an energy efficiency project in budget-funded institutions in the city of Dnipro, including schools, was exposed. In December, the individuals involved were served with notices of suspicion.
Those involved in the embezzlement
As noted, those charged include the director of a municipal enterprise, his deputies, the director of a contractor company, two owners of subcontractor companies, and a technical supervision engineer. They face up to 12 years’ imprisonment for their actions.
How the scheme worked
According to the investigation, in order to implement the project, the director of a municipal enterprise signed a contract with a contractor company, which also engaged a subcontracting organisation. Acting in collusion, the suspects instructed subordinates to prepare documents with knowingly inflated prices for construction materials, while they themselves signed certificates of completed work containing false data.
What are the consequences
During the searches, law enforcement officers seized nearly $50,000, over 923,000 hryvnias and 7,200 euros, as well as mobile phones, laptops, computers and storage devices, which have now been seized.
It is noted that the pre-trial investigation in the criminal proceedings has now been completed, and the indictment, following approval by the Dnipropetrovsk Regional Prosecutor’s Office, has been forwarded to the Industrial District Court of Dnipro.
The director of the municipal enterprise, his two deputies, the director of the contractor company, two heads of subcontractor companies and a technical supervision engineer are charged under Part 3 of Article 27, Part 3 of Article 28, Part 5 of Article 191 – misappropriation, embezzlement or acquisition of property through abuse of official position) and Part 1 of Article 366 – official forgery under the Criminal Code of Ukraine.
