Prosecutors of the Khmelnytskyi Regional Prosecutor's Office have notified a settlement head, the director of a construction company, and a technical supervision engineer of suspicion over the misappropriation of budget funds on an especially large scale and official forgery during the construction of a school radiation shelter.
According to the investigation, in July 2025, a settlement council in Khmelnytskyi region signed a contract for the construction of a protective structure on the premises of an educational institution, Censor.NET reports.

The total cost of the works amounted to over 62.6 million hryvnias.
Despite the critical importance of building such a shelter for the safe stay of pupils at school, the settlement head, the company's director, and the technical supervision engineer implemented an illegal scheme to misappropriate budget funds.
The investigation established that the head of the company knowingly entered false information into acceptance certificates for completed construction work for October and December 2025. The documents included work and materials that had not actually been carried out or used at the site.
"The technical supervision engineer, knowing for certain that the information did not correspond to the actual state of affairs, approved the certificates, certifying them with his signature and seal. The settlement head, knowing for certain the actual scope of the work performed, signed the certificates of completed work, which contained false information. On the basis of these documents, budget funds were transferred to the contractor for work that had not actually been performed," the Khmelnytskyi Regional Prosecutor's Office reported.
As a result of these actions, the budget sustained losses of more than UAH 14.6 million.
The settlement head is suspected of misappropriating budget funds on an especially large scale. His accomplices are charged with aiding and abetting the misappropriation of budget funds on an especially large scale and official forgery.
