SLO strengthens control over supply schedules of material property to Armed Forces

Supply of material property to Armed Forces of Ukraine

The SLO significantly strengthens control over compliance with the production schedule of material property for the Armed Forces of Ukraine. The team of the procurement agency is increasing the number of visits to supplier companies.

According to Censor.NET, this was reported by the Ministry of Defence of Ukraine.

On the efficient use of funds

"In 2025, the budget for procurement of material property of the SLO is over UAH 23 billion. These are significant resources that must be used efficiently, with strict adherence to deadlines and quality. Our goal is to provide the army with high-quality material property on time and without disruptions," said Hlib Kanevskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine.

"In addition to documentary evidence, we want to see the process with our own eyes. This allows us to respond quickly to potential risks, which, unfortunately, occurred in 2024. The main problems include overloading suppliers with contracts, deprioritisation of orders, and interruptions in the supply of raw materials. We are now systematically monitoring the availability of materials, the pace of order fulfilment and product compliance with approved standards. This allows us to identify problems in time and make appropriate decisions," said Viktoriia Vinohradova, Director of the SLO's Material Assets Programme.

How the control is carried out

Since the beginning of 2025, representatives of the SLO have visited entrepreneurs' workshops 14 times. The procurement agency has a quarterly plan for inspecting companies, and suppliers receive official notifications of visits in advance. Particular attention is paid to new market players and companies with a service level agreement (SLA) of less than 75%.

If violations are detected, a report is drawn up. If the supplier systematically fails to fulfil its obligations, the SLO has the right to unilaterally terminate the contract. In this case, the supplier will lose the opportunity to participate in future procurements.
