DOT of Ministry of Defense fines number of suppliers of products for Armed Forces for UAH 6 million

In the first quarter of 2025, the Defense Ministry's procurement agency, DOT (State Operator for Non-Lethal Acquisition), imposed fines on certain food suppliers to the Armed Forces of Ukraine totaling more than UAH 6 million. The reason was the detection of counterfeit products, including dairy products that did not meet state standards.

This was reported by Censor.NET with reference to the website of the Ministry of Defense.

"In the first quarter of 2025, the DOT contracted food for military personnel for UAH 21.4 billion. This is a significant resource, and we have no right to allow a single hryvnia to be spent on low-quality products for the Armed Forces. Quality control and transparency of supply is not only a matter of responsible use of public funds, but also of security and trust of our military. That is why we respond promptly to violations. We are consistently creating a new culture of responsibility among suppliers," said Hlib Kanevskyi, Director of the Procurement Policy Department of the Ministry of Defense of Ukraine.

It is noted that one of the key areas of work of the DOT is to control the quality and safety of products supplied to the Armed Forces. In 2025, taking into account the experience of the previous year, the contracts clearly distinguish between the concepts of "low-quality" and "counterfeit" goods. This allowed to increase the liability of suppliers in cases of deliberate violation of the terms of delivery and the use of third-party impurities for economic gain.

Based on the negative results of the DOT:

  • fines the supplier
  • blocks further delivery of the batch
  • notifies other contractors of the violation
  • prohibits the shipment of products of this brand.

"We view quality control not as a formality but as a tool to have a real impact on security and trust in the supply chain. If a product does not meet the standards or has signs of falsification, it should not be consumed by the military. All violations are recorded, and suppliers are held accountable," said Halyna Litosh, director of the DOT's nutrition program.
