TCR in Odesa launched investigation after photos of a bloodied man appeared. They say he inflicted the head injuries on himself

The Odesa Regional TCR commented on photos circulating on social media of a bloodied man who was taken to the territorial centre for verification. They say that the man was acting aggressively and "inflicted bodily harm on himself."

What preceded this?

It should be noted that on the evening of 10 February, a photo of a bloodied man with a bandaged head was circulated on local Telegram channels. 

The man, who was detained by the TCR military while walking his dog, was allegedly sprayed with pepper spray, then beaten and taken to the military registration and enlistment office. The victim's relatives claim that the military continued to beat the man at the TCR premises and smashed his head with a pistol. After that, according to his relatives, the man was taken from Odesa to a hospital in the Tarutynskyi district. To prevent the man from escaping after receiving medical care, his relatives claim that TCR employees took his dog and kept the animal tied to a pipe on their premises.

The version of the military registration and enlistment office

The Odesa Regional TCR and SS stated that on 9 February, this man was stopped for verification of his military registration documents. During the verification, it was established that he was wanted for violating military registration rules (Article 210 of the Code of Administrative Offences).

The TCR says that the man was informed of his legal status and offered to go to the unit to clarify the information, to which he agreed.

  • Further, according to the TCR, the man "began to behave aggressively and inflicted injuries on himself," and the servicemen "provided medical assistance."

"Upon arrival at the destination, the man suddenly began to display unmotivated aggression and engage in destructive actions, as a result of which he deliberately inflicted bodily harm on himself. Given the person's unstable mental and emotional state and head injury, the servicemen immediately provided first aid and called for medical assistance," according to a statement from the Odesa TCR and SS.

The man was hospitalised. The next morning, while in hospital, "the patient had another aggressive outburst that threatened those around him." As a result, he was isolated in a specialised room with restricted access.

The TCR added that the relevant facts were documented in the medical institution's logs and confirmed by eyewitness accounts.

Dog

The TCR also denied reports of mistreatment of the man's dog, which he was walking when his details were being checked. According to their information, the animal was cared for and later handed over to the owner's relatives.

The management of the Odesa Regional TCR and SS initiated an official investigation to provide a legal assessment of the actions of all participants in the incident.
