Number of complaints against TCR has increased 333 times since 2022 - Lubinets. VIDEO

Since the start of the full-scale invasion by the Russian Federation, the number of complaints to the TCR has increased 333 times.

This was stated by Ombudsman Dmytro Lubinets during a meeting of the Temporary Investigation Commission, according to Censor.NET.

What is known?

"I would like to draw attention to the number of complaints we have officially received from Ukrainian citizens regarding possible violations of their rights.

Please note that in 2022, only 18 citizens appealed to me that their rights had been violated," he said.

In 2023, according to Lubinets, there were 514 such appeals.

"In 2024, there was a sharp increase of almost 7 times - 3,312 appeals. For the whole of 2025, I received 6,127 appeals. 

If we compare the start of full-scale aggression by the Russian Federation with today, the number of complaints against the TCR and SS has increased 333 times," he added.

Lubinec noted that every year this figure actually doubles or triples.

Common violations

"This indicates a systemic crisis that we must urgently address.

"The most common complaints include illegal restrictions on freedom of movement during detention, transporting persons liable for military service to TCR and SS, superficial medical examinations by military medical commissions (MMCs), violations during the consideration of issues related to granting deferments from conscription, and unlawful detention of individuals in the premises of TCR and SS until they are sent to military units," the ombudsman concluded.
