State Customs Service only 48% funded, over 90% of funds goes to salaries, Mandzii says

State Customs Service reports 48% funding level

The needs of the State Customs Service are currently 48% funded.

Orest Mandzii, head of the State Customs Service, said this in an interview with Censor.NET.

"As of today, our needs are 48% funded. More than 90% of these funds are allocated for salaries, while the rest goes to current expenses and work to introduce railway scanning systems, which will appear in Ukraine for the first time this year. Accordingly, this is essentially a shortage of resources for institutional development," he said.

At the same time, according to preliminary estimates, the funding level next year could be about 38%, Mandzii added.

"With a similar cost structure, but without separate funding for work on the scanners. We have sent a letter to the Ministry of Finance asking it to find additional budget funding to launch the attestation process: setting up commissions and covering related expenses linked to interagency communication during integrity checks.

We have not received feedback from the Ministry of Finance so far. So for now, we are waiting and continuing to work," the head of the State Customs Service said.

A donor conference is also scheduled for June 10, where the overall needs will be presented in summarized form.

"They include HR areas, including attestation, the procurement of technical control equipment, funding for IT solutions, and so on.

Among other things, it is also planned to raise the need for $1.1 million, which has become a byword in specialized Telegram channels, in order to start the attestation process," he concluded.
