A confrontation took place in Rivne on September 23 between servicemen of the Territorial Center for Recruitment and Social Support (TCR and SS), a man who had violated military registration rules, and people in civilian clothing. Police detained three TCR and SS servicemen.

Details of the confrontation
The incident took place at around 10:00 a.m. on September 23 on Mlynivska Street in Rivne during mobilization activities.
According to investigators, an argument broke out between TCR and SS servicemen and a 40-year-old Rivne resident who had violated military registration rules while they were checking his military registration documents. The situation later escalated: the servicemen used obscene language, blocked traffic, and became involved in a confrontation.
Prosecutors say the TCR servicemen smashed a car window and sprayed the man in the face with an irritant spray. They then tried to pull him forcibly from the car and beat him when he resisted.
Some of the servicemen were in military uniform, while other people in civilian clothing also became involved in the incident.
The man was diagnosed with a closed head injury, a contused wound and bruises to his head, and chemical burns to his eyes.
Detentions and investigation
- Criminal proceedings have been opened under Part 4 of Article 296 of Ukraine’s Criminal Code, concerning hooliganism. Those detained are currently being held in a pretrial detention facility. Authorities are deciding whether to notify them of suspicion.
- Law enforcement officials are identifying everyone involved and establishing each person’s role. Each person’s actions will receive a legal assessment based on the investigation. The offense carries a penalty of three to seven years’ imprisonment.
TCR’s position
In a Facebook post about the incident, the Rivne Regional TCR said a conflict arose with a man liable for military service at around 10:00 a.m. on September 23, when a notification team from the Rivne City TCR tried to check his military registration documents at 23 Mlynivska Street in Rivne.
"Those involved in the conflict who committed unlawful acts have been detained by the National Police of Ukraine. Information has been entered into the Unified Register of Pretrial Investigations concerning a suspected criminal offense under Part 4 of Article 296 of the Criminal Code of Ukraine: aggravated hooliganism. Investigative actions are ongoing, and the remaining circumstances of the incident are being established," the post said.
The Rivne Regional TCR and SS added that its leadership maintained zero tolerance for any violations of the law by personnel under its command and was fully cooperating with law enforcement authorities to ensure a thorough and impartial investigation:
"Anyone whose actions discredit military service will be held accountable in accordance with the law. No rank or position gives anyone the right to break the law. Law enforcement authorities will assess the actions of those detained, and the court will make the final decision. We ask the public and the media to refrain from spreading unverified information and to rely on official sources until the investigation is complete," the post said.
