TCR servicemen and police drag man by his legs from private yard in Prykarpattia: Lubinets responds. VIDEO

Law enforcement officers and  TRC and SS servicemen carrying out mobilisation notification duties forcibly dragged a man out of a private yard in the village of Vovchynets in the Ivano-Frankivsk region. Ombudsman Dmytro Lubinets responded to the incident, while police ordered an internal review.

The Ombudsman’s Office and police reported this, according to Censor.NET.

What does Lubinets’s office say?

The statement says that, while monitoring media reports, Lubinets learned of an "egregious incident" involving the use of physical force and special equipment by people in police and military uniforms.

It refers to footage showing these individuals forcibly dragging an unidentified man by his legs on private property, using physical force against him and swearing.

The Ombudsman’s Office particularly stressed that the uniformed individuals "blatantly ignored the homeowner’s repeated demands to leave his property".

"Mobilisation measures do not give anyone the right to act outside the law," the Ombudsman’s Office stressed.

The office recalled that Article 30 of the Constitution guarantees the inviolability of a person’s home and other property, while Article 28 guarantees respect for human dignity and prohibits torture and cruel, inhuman or degrading treatment.

"Human rights must be respected regardless of the circumstances or assigned official duties. Mobilisation must be carried out in accordance with the law, not through arbitrary actions!" the statement reads.

The ombudsman is asking law enforcement agencies to provide a proper legal assessment of the incident and examine all the circumstances.
