EU has allocated 4.36 billion euros to Ukraine: most of defense funding will go toward purchases from Ukrainian manufacturers

On November 5, the European Commission transferred 4.36 billion euros to Ukraine as part of the Ukraine Support Loan program. Of this amount, 3.7 billion euros will be allocated to support the state budget, and another 658 million euros will go toward defense procurement.
This was reported by the European Commission, according to Censor.NET.
Ukraine has fulfilled the 12 conditions for receiving the funds
This payment is the second of three macro-financial assistance tranches scheduled for 2026, totaling 8.35 billion euros.
To receive this payment, Ukraine fulfilled all 12 specified conditions, including passing legislation on the taxation of income earned through digital platforms and eliminating the VAT exemption for low-cost goods imported in parcels.
Kyiv has also taken steps to improve tax compliance, budget planning, management of public investments, modernization of customs systems, and strengthening of external audits.
The European Commission emphasized that the disbursements are contingent on Ukraine’s implementation of the agreed-upon reforms.
How defense funds will be spent
An additional 658 million euros has been allocated for defense needs. This is the seventh payment under the defense component of the loan.
The funds will be used to purchase drones, missiles, radars, electronic warfare systems, and ammunition for air defense.
Most of the funds will be spent on purchasing equipment from Ukrainian companies.
In total, the European Commission has already transferred 16.4 billion euros under the defense component of the program.
"Thanks to today's disbursement of 4.36 billion euros, we are helping Ukraine provide essential public services and meet urgent defense needs," said European Commission President Ursula von der Leyen.
How much more money can Ukraine receive by the end of the year?
According to the European Commission, EU financial support totaling 25.2 billion euros remains available to Ukraine through the end of 2026.
Of this amount, approximately 20.9 billion euros is allocated under the Ukraine Support Loan: 11.9 billion euros to support the Ukrainian defense industry and 9 billion euros for budgetary needs.
Another nearly 4.4 billion euros is available under the Ukraine Facility program. The disbursement of these funds will depend on the fulfillment of established conditions.
In total, the Ukraine Support Loan provides for up to 90 billion euros in assistance to Ukraine in 2026–2027.
Since the start of the full-scale Russian invasion, the EU and its member states have provided Ukraine with 235.9 billion euros in support, including 3.8 billion euros from proceeds of frozen Russian assets.
