Scheme involving "fake" medical certificates to evade military service exposed: former head of MMC in Kharkiv region notified of suspicion, – Office of Prosecutor General. PHOTO

A scheme to forge medical documents, which enabled conscripts to evade military service and travel abroad, has been uncovered in the Kharkiv region. The former head of the military medical commission at one of the departments of the RTCR and SS has been notified of the charges against him.

Entered false diagnoses

As noted, the suspect, exploiting his official position, systematically issued fictitious medical documents. False diagnoses were entered into the MMC certificates, which provided grounds for declaring conscripts unfit for service.

Evasion of mobilisation

At least seven instances of issuing fictitious certificates containing false diagnoses have been established. In 2022, he included details of serious illnesses in the documents, in particular the consequences of traumatic brain injuries, meningoencephalitis, cardiovascular and orthopaedic conditions, which, under current legislation, constitute grounds for declaring a person unfit for military service or fit for service in supply units.

Such actions created the conditions for evading military service and illegally crossing Ukraine’s state border.

A separate incident has been documented involving the facilitation of the illegal transport of a person across the state border by providing a forged document used to leave Ukraine.

What are the charges?

It is reported that the suspect’s actions have been classified under Part 1 of Article 366 and Part 1 of Article 332 of the Criminal Code of Ukraine.

All the circumstances of the crime and the circle of persons involved are currently being established.
