Residents of "Khrushchevka" from Netishyn transferred more than UAH 3.6 million to Servant of People party: Chesno movement exposes ruling party’s donor network

Journalists have identified a network of "donors" to the Servant of the People party in Khmelnytskyi region who transferred over UAH 17 million in 2020. Residents of one house alone donated over UAH 3.6 million to the Servant of the People.

This was reported by activist of the Chesno movement Oleksandr Salizhenko, Censor.NET reports.

"It's an ordinary Khrushchevka ( type of low-cost, concrete-paneled or brick three- to five-storied apartment building which was developed in the Soviet Union during the early 1960s - ed. note) apartment almost in the centre of Netishyn, Khmelnytskyi region. According to reports, generous donors of the Servant of the People live there, who transferred a little over UAH 3 million 623 thousand to the party in 2020. In total, Netishyn residents transferred over UAH 17 million to the Servant of the People. The money was donated to the party's central office and its Kyiv regional organisation. But, for some reason, the Khmelnytskyi regional organisation was not given a penny," the statement said.

The CHESNO movement analyzed the financial report of the Servant of the People and identified a network of connected donors.

"Among the donors of the 'servants' there are people involved in the former deputy of the Kyiv City Council from Batkivshchyna. One of them is an associate professor at a Kyiv university, and his reaction in a conversation with the author was quite unexpected: "-F#ck you. That's the only thing I can say," Salizhenko added.

According to the movement, four donors of the Servant of the People party - Viktor Hordieiev, Larysa Lytvyn, Marharyta Furtatova and Tetiana Maksymiuk - are connected to the "Khrushchevka" in the centre of Netishyn, who transferred over UAH 3 million 623 thousand to the party.

"Victor Hordieiev and Larysa Lytvyn are relatives, Lytvyn said in a telephone conversation. ... And in the Register of Real Estate Ownership, there are references to joint ownership of an apartment in the said building. Viktor's brothers, Denys and Andrii Hordieiev, were apparently registered as entrepreneurs in the same apartment. All of them have patronymic Mykhailovych. When asked if they were his brothers, Viktor himself replied: "I guess so".

According to YouControl, Andrii Hordieiev has Russian citizenship. In 2006, he founded Universal Service Trade and Service Centre LLC, which is now owned by former Kyiv City Council member Volodymyr Starovoit. "Universalservice, and in fact Starovoit, owns the Horyn Hotel in Netishyn, where the chief accountant is Marharyta Furtatova, who also donated financially to the 'servants'. She was registered as an entrepreneur in an apartment in this very building," the article says.

Another donor, Tetiana Maksymiuk, also has an apartment in this building, the movement said.

In their comments, Hordieiev and Furtatova said that transferring money for the "servants" was their personal decision and that neither the Hordieiev family nor former People`s Deputy Starovoit was involved. Lytvyn said that her donation was her personal decision.

Vitalii Kalenyuk, a businessman from Netishyn who is a director of the Kvartal real estate agency located at the Horyn Hotel, 4th floor, office 403, deposited UAH 1 million to the account of the party's central office.

"Party donor Viktor Hordieiev apparently has two brothers, Denys and Andrii. Although the latter did not donate to the 'Servant of the People' party fund, people related to them by family and business ties did. For example, Denys Hordieiev's former father-in-law, businessman Serhii Khakhliov, donated to the Kyiv regional organisation of the Servant of the People party. And the donor Oleksandr Misiats registered as an individual entrepreneur using a phone number belonging to Denys's former mother-in-law Olena Khakhleva.

Instead, Oleksandr Miekhovykh is linked to the Hordieievs through business ties. They stretch through three companies: Rybatska Artil LLC, Food Product Plant - Universalprod, and Agrotekhservis, a small enterprise," Chesno noted.

Serhii Khakhlov denied that his former son-in-law was involved in the contribution.

Almost 2 million 300 thousand hryvnias were transferred to the Servant of the People by Iryna Boryliuk and the spouses of Kateryna's clerk and then entrepreneur Mykhailo Nimtsiv. Their acquaintance is evidenced by social media.

Iryna Boryliuk is linked to the Hordieiev family through the place of registration of her company STV-Varha.

In her commentary to CHESNO, Boryliuk said that the contribution was her personal decision and that the Hordieiev family was not involved.

Instead, Mykhailo Nimtsiv explained to CHESNO that he and his wife had transferred their own funds to the party and that Kateryna used to work for PrivatBank and did not know who Iryna Boryliuk was.

At the same time, businessman Dmytro Sirosh, who donated UAH 398,900 to the Servant of the People party, had no business ties to the Hordieievs. However, social media shows that he does know Denys Hordieiev's ex-wife, Oleksandra, which he confirmed himself.

In addition, Halyna Skizhenok transferred almost UAH 1.5 million to the Servant of the People Foundation. In a commentary to CHESNO, she said that she was an "accountant, cook and manager" at the Shysha hookah cafe owned by Dmytro Sirosh.

The movement also found that, in addition to the donors to the Servant of the People party from Netishyn, there are two other people who may be connected to former People`s Deputy Starovoit.

"This includes Halyna Nazarchuk, who is registered in the village of Lisovi Hrynivtsi, Khmelnytskyi district. She transferred UAH 670,000 to the central office of the Servant of the People party. Halyna is connected to Starovoit through a subsidiary enterprise Podilska Investment Company LLC, Satanivskyi Market.  Nazarchuk is probably a relative of Starovoit's partner Oleksandr Nazarchuk, who follows the Sataniv and Sataniv Selytska Territorial Community groups on Facebook," the report said.

Yuliia Nazarchuk from Kyiv used Oleksandr Nazarchuk's number to register as an individual entrepreneur. A person with the same name transferred UAH 1 million 700 thousand to the central office of the Servant of the People party.

Nazarchuk cooperates with Starovoit and is an associate professor of political technology at the Law Institute of the Kyiv National Economic University named after Vadym Hetman, Chesno noted.

"The reaction of an associate professor at a Kyiv university was quite unexpected:

- I am calling Ms Yuliia Nazarchuk. I assume I have the wrong number, haven`t I?

- No, no, no, no.

- Whom am I speaking with...

- Financial Director, accountant.

- Can I talk to her in person?

- And who is this?

- My name is Yaroslava Nikitiuk, I am a journalist with the CHESNO movement. And I would like to talk to her about one issue.

- Go to hell. That's all I can say," the movement quoted the conversation as saying.

A similar reaction occurred when the author called Halyna Nazarchuk. The journalist was spoken to by a man who introduced himself as Halyna's trustee and told the journalist to follow "the Russian ship".

"Volodymyr Starovoit is called the 'king of markets' by the media: in 2014, the media wrote that he owned three markets in the Obolon district of Kyiv. Instead, the regional media write that Starovoit is involved in markets in Zhytomyr, Berdychiv and Rivne.

In addition to business, Starovoit has also made a name for himself in politics. In 2002-2006, he was a deputy of the Kyiv City Council from the Socialist Party of Ukraine, and in 2015-2020, he was a deputy of the Kyiv City Council from Batkivshchyna. In 2020, Starovoit also tried to run for the Kyiv City Council, but was not elected. However, he is still the head of the Batkivshchyna district party organisation in the Obolon district of Kyiv.

In this situation, a rather logical question arises: why does a former Kyiv People`s Deputy associated with Batkivshchyna finance the Servant of the People party and was it not a method of obtaining a preference for his own business in the future?" - the authors of the article concluded.
