The new system, which will replace the Medical and Social Expert Commissions (MSECs), will be digitalized and focused on results - maximum rehabilitation of a person, return to active life and adaptation of the workplace to their needs.

This was announced by Prime Minister Denys Shmyhal at a government meeting, Censor.NET reports.

He emphasized that the old system of MSEC would be replaced by an effective mechanism that focuses on the individual and his or her needs.

According to Shmyhal, the first step in this process has already been taken - a draft law that establishes an algorithm for assessing a person's daily functioning has been sent to the Verkhovna Rada.

What are the changes?

"Today we approve the social component of this reform. Two draft laws regulating social services and insurance payments. Payments will depend on the assessment of the state of working capacity. Their amount for people with a complete permanent disability will increase significantly compared to the current level," the Prime Minister explained.

The proposed changes also increase the duration of paid treatment and rehabilitation from 4 months to 1.5 years and protect people from dismissal for the entire period of treatment. This will make the system fairer.

Shmyhal clarified that the new mechanism will offer options for remote, off-site and on-site assessment.

Practicing doctors in multidisciplinary hospitals as part of expert teams will objectively assess the patient's condition in one of three categories:

  • persistent total disability;
  • persistent partial disability;
  • able-bodied person.

Disability status is preserved

It provides for the right to social services, rehabilitation, benefits and support in employment. For those who already have a disability, the situation will not change, Shmyhal explained.

"Thus, it is not about changes in any institution, but about creating a new philosophy of social support. Its essence boils down to three key goals: to restore a person's health; to give a person a job and the opportunity to support themselves and their family; to provide a person with the kind of social assistance they really need," he added.
