HACC considers preventive measure for Mudra. LIVE BROADCAST

Today, August 24, the High Anti-Corruption Court (HACC) continued its hearing on a preventive measure for former Deputy Head of the Presidential Office Iryna Mudra.

Two individuals are known to have expressed their willingness to stand surety for Mudra.

According to SAPO, Mykytas and Mudra took measures to conceal their activities. In particular, they deleted information from their phones and destroyed documents related to the case. They also used foreign phone numbers and various messaging apps.

"Tear it up, tear it up. What if they suddenly come to conduct a search, God forbid? Hide it somewhere. Tear it up and throw it out the window. And Threema needs to be deleted and reinstalled," Mykytas told Mudra.

According to the Specialized Anti-Corruption Prosecutor's Office prosecutor, Mudra and Mykytas discussed their connections with judges and the possibility of influencing them.

In their conversations, Dubovyk and Mykytas, who are involved in the case, confirmed that they had connections with employees of the Security Service of Ukraine and the Prosecutor General's Office and could influence the course of pre-trial investigations.

SАPO prosecutor Hrechyshkin also read out a conversation between Mudra and Mykytas in which the suspect confirmed that she could influence judicial practice.

On June 13, 2026, Mudra and Mykytas discussed the position of SAPO head:

Mudra: We are making the same mistake as last time. We are neither considering nor preparing a successor to Klymenko (referring to SAPO head Oleksandr Klymenko). We need Klymenko to be reappointed. We must have a talent pool. We should have such people, but we do not. We need to find people who are squeaky-clean, shape them... clean them up and bring them into the public eye. Our authorities are not working on this; they are not working with the anti-corruption bodies.

According to the prosecutor, one of the judges discussed by those involved in the case was planning to transfer to a higher court and therefore issued the required ruling.

"Ms Mudra intended to facilitate this transfer," he added.

In one of the conversations, Mudra told Mykytas that she had done one of the judges "one hell of a favour."

"In other words, a certain judge owes Iryna Romanivna a favour and, in return, must further develop the legal position," the prosecutor explained.

Risk of absconding and Mudra’s financial position

SAPO noted that Mudra owns an apartment of more than 57 square metres in Kyiv. It was worth more than UAH 2 million when acquired and may now be worth about UAH 8–9 million.

She also owns a parking space and an unfinished property — a 57-square-metre apartment.

Her asset declaration also lists a wristwatch, a diamond ring and a Cartier bracelet. The watch is estimated to be worth about UAH 750,000, the ring about UAH 220,000 and the bracelet about UAH 180,000.

Mudra owns 66 Microsoft Corporation securities, each with a nominal value of more than UAH 8,500.

"She owns 43 United House Group securities with a nominal value of more than UAH 13,000 each, as well as 2,940 Ukrainian government debt securities with a nominal value of UAH 1,000 each," the prosecutor read out.

In 2025, Mudra received more than UAH 4 million in income. In 2026, she sold one of her apartments for nearly UAH 4 million. She holds more than UAH 725,000, over EUR 50,000, more than ILS 765,000 (equivalent to over UAH 10 million) and more than USD 126,000 in bank accounts, as well as USD 20,000 in cash.

In one of the conversations, Mykytas said that he had left USD 4 million with Mudra, which was not disclosed in her asset declaration, prosecutor Hrechyshkin said.

In addition to her official salary, Mudra received USD 20,000 a month in undeclared income, he added.

The prosecutor noted that in a conversation dated January 30, 2026, Mudra said that she had received not USD 20,000 but as much as USD 30,000 in addition to her official income.

"In a conversation between Mudra and Mykytas, they discuss her asset declaration. It is mentioned that she had purchased an apartment, although her official sources of income would not have allowed her to do so. They discuss how to resolve this situation and in whose name to register the property," the prosecution said.

Mudra also discussed with her mother that she would regularly transfer money to her every month to cover her living expenses in Israel.

Regarding undeclared assets, the prosecutor said these included jewellery by Graff, Bvlgari, Van Cleef and Cartier. She also owns a 2023 Range Rover Sport worth more than UAH 4 million.

The cost of Mudra’s daughter’s studies and living expenses in the United States amounts to hundreds of thousands of US dollars.

There is also a conversation between Mykytas and Mudra’s daughter.

"They discuss certain living expenses associated with residing abroad in the United States. In effect, Mykytas undertakes to finance these living expenses," the prosecutor read out.

Mykytas: So, 120 a year. We need 250 (thousand US dollars) to leave with your mother so that she can feel at ease.

In a March 2026 conversation with Mudra’s daughter, Mykytas confirmed that he was assuming full financial responsibility for her living expenses.

What does the defence say?

Mudra’s lawyer said that in one of the recordings, she stated that the expensive jewellery did not belong to her and that she had merely borrowed it to wear.

The defence asked the court to summon witness Zakhar Tropin, who was prepared to testify about circumstances demonstrating Mudra’s reputation and social ties.

According to the defence lawyer, Tropin served as Director of the Ministry of Justice’s Department for International Cooperation and Representation in 2024–2025. He holds a PhD in Law and is an associate professor at the Department of International Law of the Institute of International Relations at Taras Shevchenko National University of Kyiv.

The prosecutor opposed the examination of the witness.

The investigating judge partially granted the motion to examine the witness.

"The examination will take place. However, in the judge’s view, the circumstances that the defence intends to establish are entirely unrelated to these proceedings. At the same time, if the defence believes that certain information about Iryna Romanivna’s character must be presented to the investigating judge, the examination will be limited to those matters. The investigating judge is not examining Iryna Romanivna’s professional activities," Judge Strohy said.

Questioning of the witness

Tropin met Mudra while working at the Justice Ministry in 2024. Initially, he was an adviser to the minister, and later held the position of Director of the Department for International Cooperation and Representation of the Justice Ministry.

He spoke about their cooperation on the Special Tribunal regarding Russia's aggression.

According to Tropin, Mudra is not inclined to flee in difficult situations.

Who wants to stand surety for Mudra?

Jonathan Binyamin Markovitch is the Chief Rabbi of Kyiv and Chief Rabbi of the State Penitentiary Service of Ukraine.

The other proposed surety is Serhii Kovalenko.

Markovitch said that he had known Mudra for several years.

He is confident that Mudra will not let down the religious community, him or the state.

Serviceman Serhii Kovalenko said it was not in his interests for Iryna Mudra to leave Ukraine because his team works with her.

"If Ms Iryna evades the court proceedings, she will abandon all the work she has done up to this point. Her work on the International Tribunal affects the work I am doing today," he explained.

Operation "Forrest Gump"

  • It was previously reported that NABU and SAPO were conducting a special operation aimed at exposing a criminal group involving MPs and senior Presidential Office officials.
  • According to media reports, NABU and SAPO were conducting searches involving Deputy Head of the Office of the President Iryna Mudra as part of the announced operation.
  • NABU detectives also conducted searches involving Hladyshchenko, chair of the Sense Bank supervisory board.
  • Vadym Stolar, an MP from the court-banned Opposition Platform – For Life party, confirmed that NABU and SAPO were searching his property as part of Operation "Forrest Gump."
  • NABU later said the case involved UAH 150 million in cash, which, according to the investigation, was channelled through a series of shell-company accounts and brought into legal circulation to post bail for one of the defendants in the Midas case.
  • Former deputy head of the Presidential Office Iryna Mudra later confirmed that searches had been conducted at her home on August 19, that she had been served with a notice of suspicion and a motion seeking a preventive measure, but that she had not been detained. She is preparing for a court hearing.
  • On 20 August, NABU released new recordings of conversations involving figures in the Forest Gump case—the second part of the investigation, titled Themis. The case concerns a scheme to seize real estate and other assets through unauthorised interference with the Ministry of Justice’s information (automated) networks.
  • On 20 August, a prosecutor from the SAPO named all the individuals mentioned in connection with NABU’s Forest Gump and Themis operations.
