Head of district TCR and three subordinates tortured men liable for military service in Ivano-Frankivsk region, SBI says. PHOTOS
An investigation has been completed in the Ivano-Frankivsk region into the head of a district Territorial Centre of Recruitment and Social Support (TCR and SS) and three of his subordinates, who are suspected of torturing men liable for military service. The indictment has already been sent to court.
According to Censor.NET, this is stated in materials of the State Bureau of Investigation.
Use of force and beatings in hospital and TCR and SS
According to the investigation, one of the victims refused to undergo fluorography. After that, force was used against him. The man was taken into a hospital corridor, where he was held and beaten. In particular, one of the suspects struck him on the head with a metal object clenched in his fist.
Another serviceman hit the victim in the liver area to force him to undergo the examination. The man was then taken to the TCR and SS premises, where the beatings continued. As a result, he suffered a fractured rib and other injuries.
Another episode: gas, humiliation, and major surgery
Investigators also established another incident. Three of the suspects forcibly held a man while the head of the TCR and SS beat him. Others present also joined in the beating, striking him with their hands and feet.
After that, the victim was stripped, left lying on a concrete floor, and later forcibly taken to an X-ray room. During this, tear gas was used, with the substance sprayed into his face twice.
Because of the injuries he sustained, the man underwent complex surgery to remove one of his organs.
According to the investigation, after complaints from citizens and media reports were checked, other victims began contacting law enforcement officers. They reported beatings, torture and extortion.
The actions of the suspects were qualified under Part 3 of Article 127 of the Criminal Code of Ukraine, torture committed by a state official. The sanction provides for up to 12 years in prison.
The court imposed pre-trial detention without the right to bail on all those involved. Procedural supervision was carried out by the Specialized Defense Prosecutor’s Office of the Western Region.
