Man locked in basement and tortured: leadership of district TCR in Mykolaiv region to stand trial – SBI. VIDEO+PHOTOS

A pre-trial investigation into the torture of a man at one of the district TCR and SS offices in Mykolaiv region has been completed. The indictment has been sent to court.

What is known

According to the report, in 2024, during mobilization measures, employees of the recruitment center brought to the TCR a father of five who was raising five children and had health problems. Despite this, he was declared fit for military service after being forced to undergo a military medical commission.

When two military units refused to accept the man due to his state of health, officials at the TCR decided to fulfil the mobilisation plan at any cost. For nine days, they unlawfully held the victim, including in a basement, using physical violence and psychological pressure against him. They demanded that the man agree to mobilization as if voluntarily or sign documents stating that he had no complaints against TCR employees.

The victim was released only when they saw the consequences of the beating — multiple swellings and bodily injuries. Once free, the man immediately sought medical assistance.

As a result of the unlawful actions, he suffered a concussion, a broken arm and ribs, multiple abrasions, as well as infected wounds caused by being tied up.

Who will stand trial?

The State Bureau of Investigation (SBI) states that the acting head of the fourth department of the Voznesensk District TCR and SS in Mykolaiv region, along with two of his subordinates, will face trial. They are charged with torture and unlawful deprivation of liberty committed by a group of persons (Article 127(3) and Article 146(2) of the Criminal Code of Ukraine).

The offences carry a maximum sentence of 12 years’ imprisonment.
