On 1 January, on the instructions of the President of Ukraine, an important reform of medical and social expert commissions began, which will continue and be improved throughout 2025.

According to Censor.NET, this was announced by Prime Minister Denys Shmyhal in a telegram.

"Thus, starting from 1 January, MSECs ceased to operate. They will be replaced by an assessment of the daily functioning of a person, which is carried out by expert teams of doctors-practitioners in multidisciplinary hospitals. The assessment can be conducted in person, in absentia, remotely or at the place of residence or treatment. All information will be recorded in an electronic system," Shmyhal wrote.

291 healthcare facilities have already been identified, where more than 1476 expert teams of more than 5000 doctors-practitioners have been formed.

As noted, as of the evening of 1 January 2025, more than 40,000 cases have been transferred to expert teams, the consideration of which was delayed in the MSEC. These cases will be considered in the first quarter of 2025. An electronic system has been launched and more than 30,000 cases have been digitised.

The reform of the MSEC is not only a change in the outdated system, but also the beginning of a large-scale process of transforming state support to help a person return to the most active and fulfilling life in society," Shmyhal summed up.

Corruption in the MSEC

On 5 October, the SBI reported that the head of the State Medical Examination Commission in Khmelnytskyi, Krupa, was found to have $6 million in cash during searches.

It was also reported that the head of the Khmelnytskyi regional centre of the MSEC was detained and notified of suspicion of illegal enrichment.

Currently, the SBI is studying the lists found in the office of the head of the Khmelnytskyi MSEC Krupa. They contain names and fictitious diagnoses.

On Monday, 7 October, the Pecherskyi District Court imposed a pre-trial restraint in the form of detention on the head of the Khmelnytskyi Regional MSEC, Tetiana Krupa.

On 10 October, Oleksandr Krupa, the son of Tetiana Krupa, resigned at his own request from the post of head of the Pension Fund in Khmelnytskyi region.

On 16 October, the Editor-in-Chief of Censor.NET, Yurii Butusov, published information that 49 prosecutors of the Khmelnytskyi region, headed by the regional prosecutor Oliinik, had received disability by "covering up" the corruption scheme of the servant of the people Krupa in the MSEC and the Pension Fund. In particular, the journalist provided a list of the names of all prosecutors and described the criminal scheme used.

Censor.NET also published a list of 30 heads of regional prosecutor's offices who receive the highest pensions.

On 30 December, President Zelenskyy signed a law to liquidate the MSEC from 1 January 2025.
