MSECs transfer unfinished cases of disability to expert commissions in medical institutions, - Liashko

Medical and social commissions will transfer disability cases that were not closed by January 1, 2025, to expert commissions in hospitals.

Health Minister Viktor Liashko said this at a briefing, Censor.NET reports citing Ukrinform.

Now we are transferring those cases that the MSECs do not have time to complete. They are being transferred to designated health care institutions, and there are more than 290 of them, with 1450 expert teams and more than 4 thousand doctors," Liashko said.

He noted that each MSEC is assigned to a medical institution, the cases are digitized and entered into an electronic system, which will further carry out all the processes for further assessment of a person's functioning.

"We have a register of cases, we know which cases have been transferred to where, an electronic queue is being formed, each medical institution will notify where the case is and when the hearing is scheduled. And there will be support for the hotline from January 1," explained the head of the Ministry of Health.

It is noted that currently there are 1.3 million cases in the archives of the MSEC, more than 40 thousand of which have already been transferred from the MSEC to medical institutions where expert teams will be operating to assess human functioning.

"A person does not need to worry that his or her case is lost somewhere, and there is no need to make an additional referral. The only exceptions are those cases when the case was accepted for the MSEC incomplete when some document is missing, then we have to return it to be finalized by the institution that formed it," added Deputy Minister of Health Mariia Karchevych.

Corruption in the MSEC

On 5 October, the SBI reported that the head of the State Medical Examination Commission in Khmelnytskyi, Krupa, was found to have $6 million in cash during searches.

It was also reported that the head of the Khmelnytskyi regional centre of the MSEC was detained and notified of suspicion of illegal enrichment.

Currently, the SBI is studying the lists found in the office of the head of the Khmelnytskyi MSEC Krupa. They contain names and fictitious diagnoses.

On Monday, 7 October, the Pecherskyi District Court imposed a pre-trial restraint in the form of detention on the head of the Khmelnytskyi Regional MSEC, Tetiana Krupa.

On 10 October, Oleksandr Krupa, the son of Tetiana Krupa, resigned at his own request from the post of head of the Pension Fund in Khmelnytskyi region.

On 16 October, the Editor-in-Chief of Censor.NET, Yurii Butusov, published information that 49 prosecutors of the Khmelnytskyi region, headed by the regional prosecutor Oliinik, had received disability by "covering up" the corruption scheme of the servant of the people Krupa in the MSEC and the Pension Fund. In particular, the journalist provided a list of the names of all prosecutors and described the criminal scheme used.

Censor.NET also published a list of 30 heads of regional prosecutor's offices who receive the highest pensions.
