The state of democracy in Ukraine: what do Ukrainians say?

Citizens who believe that there is not enough democracy in Ukraine explain their opinion by the inability to criticise the authorities, restrictions on freedom of speech, and the activities of the TCR.

This is evidenced by data from a KIIS poll, according to Censor.NET.

Democracy

36% of those surveyed believe that Ukraine has as much democracy as it should have under martial law. 6% believe that there is even too much democracy.

At the same time, 35% believe that there is not enough democracy at present. The remaining 14% were unable to decide on their opinion.

Reasons

Respondents who believe that there is currently little democracy in Ukraine were asked an additional open-ended question about why they hold this view. Most respondents associated the current lack of democracy with the inability to criticise the authorities/restrictions on freedom of speech (19%), the activities of the TCR (17%), the fact that the interests of ordinary people are not taken into account/ordinary people are unprotected (16%), lawlessness/violation of laws and abuse of power by the authorities (15%), and corruption (15%).

At the same time, sociologists note that few people mentioned the absence of elections (only 1%).

Also, since the issue of mobilisation is sensitive, the study says that only 6% of the total population believe that there is not enough democracy in the country and explain this by the actions of the TCR.

Methodology

The survey was conducted on 23-29 January 2026. A total of 1,003 respondents were interviewed.

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.1%.
