Digitalization in Armed Forces of Ukraine: Food supply management shifts entirely to DOT-Chain Food — Ministry of Defence

The provision of food supplies to the AFU has been fully transitioned to DOT-Chain Food.

All documents related to food supply for the Armed Forces of Ukraine and the State Special Transport Service must now be processed through the DOT-Chain Food system.

The Ministry of Defense reports this, according to Censor.NET.

What Is Known

As noted, this will allow for the complete digitization of interactions between military units, the DOT Defense Procurement Agency, and suppliers.

Deputy Minister of Defense Mstislav Banik emphasizes that DOT-Chain Food has proven its effectiveness over the past two years.

"We are now scaling up this initiative—it will become mandatory. I would also like to note that reports documenting violations of agreements regarding the completeness, delivery deadlines, and quality of food products will also be generated and signed within the system," he added.

According to the minister, this is an important step toward reducing the human factor, which will help minimize the risk of abuse. The relevant changes were incorporated into Order No. 285 of the Minister of Defense of Ukraine.

What Does Digital Document Management Entail?

Over the course of more than two years of operation, the platform has made it possible to process key documents electronically for military units and suppliers.

At the same time, about 20% of the departments continued to maintain all other documentation in paper form, using DOT-Chain Food primarily for processing requests. The order mandates that all document flow be transferred to the electronic system.

The preparation of such documents will become mandatory through DOT-Chain Food:

  • request for the purchase of food products (no later than 10 days before the delivery date);
  • communication between the supplier and the military unit regarding the product lineup and delivery;
  • a goods acceptance and transfer certificate and its signing with a qualified electronic signature (QES);
  • a report of a breach of agreement in the event that violations are detected regarding the completeness, delivery date, or quality of the delivered goods.

Before DOT-Chain Food became a mandatory system, its functionality was expanded. Specifically, this involves automatic complaints. An improved mechanism for reporting product quality violations was added—photos can now be attached directly to the report. This feature has been available since September 2026.

Suppliers will also be required to communicate with the military personnel responsible for procurement exclusively through DOT-Chain Food.

Previously, the Ministry of Defense provided more details on the mechanism for procuring and supplying food to the Armed Forces of Ukraine and the State Special Services through DOT Chain Food.

Reducing Paper-Based Document Workflow

Reducing paperwork affects several factors.

  • Communication

The requirements for electronic document processing and interaction during the performance of contracts are clearly set forth in the Order. Thus, since all communication will now take place through DOT-Chain Food, this will reduce discrepancies between order data, actual receipt and payment for goods, and other information.

  • Speed

A complete transition to electronic document management will help speed up the entire process of supplying food to Ukrainian Armed Forces units—from ordering to delivery. The use of paper documents will be minimized, which will reduce the administrative burden on military units.

  • Strengthening Oversight

As a result, electronic document management will make it possible to strengthen oversight of suppliers’ accountability to ensure that service members receive high-quality food. In the event of noncompliance with quality standards, delivery completeness, or delivery deadlines, violations can be recorded in the electronic system, and the supplier will then be held accountable in accordance with the penalties specified in the contracts.

  • Corruption Prevention

According to Deputy Minister of Defense Mstislav Banik, the electronic system will help minimize the human factor and the risks associated with it.
