Russian cyberattack on Ukraine’s state registers

Law enforcement officers have established why the Russian hacker attack on the Unified State Registers of the Ministry of Justice took place. Among other things, they found out who was responsible for it in Ukraine and who was involved in it from the Russian Federation.

According to Censor.NET, citing Ukrinform, this was stated by Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice Olha Stefanishyna.

"I want to draw attention to the fact that it was a Russian cyberattack. It was not a failure related to the activities of the respective registry administrators. The Security Service of Ukraine and the State Special Communications Service were called. Relevant materials were sent for the criminal proceedings that have been initiated now," Stefanishyna said during the forum ‘State Registries of the Ministry of Justice: Strategic Importance, Security and Development’.

She emphasized that the Ministry of Justice, the State Enterprise NAIS (National Information System) and all involved structures provided full unimpeded access to law enforcement officials so that they could collect all the necessary information to investigate the criminal proceedings and identify the perpetrators.

Today we understand what caused the cyberattack. Again, it was a Russian cyberattack. There is an understanding of how it was possible (to carry it out - ed.) and who will be held responsible for it in Ukraine. We also have information about who exactly from the enemy was involved in this issue," Stefanishyna added.

She emphasized that Ukraine must be prepared for sabotage and hacker attacks by the Russian Federation, which may occur constantly.

What is known about the largest cyberattack on the registers of the Ministry of Justice?

As a reminder, on December 19, 2025, the largest external cyberattack on the state registries of Ukraine in recent times took place. The Unified and State Registries, which are under the jurisdiction of the Ministry of Justice, were suspended.

The Vice Prime Minister for European and Euro-Atlantic Integration and Minister of Justice, Olha Stefanishyna, neither confirmed nor denied the leakage of data from the registers.

Due to the attack on state registries, 27 services have become temporarily unavailable on Diia, including registration of individual entrepreneurs and LLCs, exemption of employees from mobilization, re-registration of cars, registration of property ownership, registration of child benefits, eHouse, eRestoration, marriage applications, and others.

Service centers of the Ministry of Internal Affairs have also temporarily suspended certain registration services related to the change of vehicle ownership.

In addition, businesses are facing difficulties opening accounts due to the inability to conduct a full identification process, as the data provided by the client cannot be verified against the register of legal entities.

The resumption of the registers' work was gradual. On January 9, after a large-scale Russian cyberattack, the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (USRLEIEPO) resumed its work.
