Who tried to destroy NABU and SAPO: AntAC published list of prosecutors, judges and law enforcement officers. LIST

On 22 July 2025, the Office of the President, with the help of members of parliament, attempted to destroy the independence of the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor's Office (SAPO). In particular, law enforcement officers, acting on orders from the Prosecutor General's Office, conducted mass searches of NABU detectives in order to create an artificial picture of alleged "ties with the Russian Federation."

The Anti-Corruption Action Centre has published a list of key figures in the destruction of anti-corruption bodies, according to Censor.NET.

Whose hands are destroying NABU and SAPO?

The main figures who carried out political orders to destroy NABU and SAPO:

  • Prosecutor General, Ruslan Kravchenko legalised the illegal prosecution and signed a suspicion against NABU detective Ruslan Magamedrasulov on charges of allegedly intending to trade with Russia.

  • Advisor to the Prosecutor General, Aydin Khudiyev participated as a witness in fabricating the case against Magamedrasulov for alleged "tax fraud";
  • Director of the State Bureau of Investigations, Oleksii Sukhachov organised charges against three NABU detectives in July in connection with a traffic accident that occurred several years ago. It is stated that the figures involved in the "Midas" case were likely connected to the leadership of the SBI, in particular its director.

  • Deputy Head of the Security Service of Ukraine, Oleksandr Poklad organised a case against People's Deputy Fedir Khrystenko to get him to give false testimony against NABU detective Ruslan Magamedrasulov and SAPO prosecutors.

  • First Deputy Prosecutor General, Maria Vdovychenko approved procedural documents and the extension of the investigation period. Executive Director of the Kyiv Anti-Corruption Action Centre Daria Kaleniuk pointed out that Vdovychenko became the First Deputy Prosecutor General. Vdovychenko's brother works in the Russian military prosecutor's office, and her father has a business in the temporarily occupied Crimea, according to the AntAC investigation.

  • First Deputy Head of the SSU's Department for the Protection of National Statehood, Serhii Duka — in July, the SSU conducted more than 50 searches of NABU detectives under his leadership. After these searches, Magamedrasulov was taken into custody.

  • Prosecutor of the Prosecutor General's Office, Oleksandr Hanilov — represented the prosecution against the NABU detective in court;

  • Former Deputy Prosecutor General, Ihor Mustetsa — was part of the group of prosecutors involved in the "investigation" of the case against Magamedrasulov.

  • Deputy Prosecutor General, Andrii Leshchenko legalises illegal actions and cases;

  • Investigator of the Second Department of the Investigation Directorate of the Security Service of Ukraine in Kyiv and Kyiv Region, Volodymyr Spilnyi is the head of the group of investigators in the case against Magamedrasulov and his father;

  • Investigator of the Second Department of the Investigation Directorate of the Security Service of Ukraine in Kyiv and Kyiv Region, Oleksandr Maiboroda is part of the group of investigators in the Magamedrasulov case;
  • Head of the Main Investigation Department of the Security Service of Ukraine, Andrii Shvets — coordinates all investigations in the Security Service of Ukraine and gives illegal instructions in cases. He personally interrogated MP Khrystenko;

  • Head of one of the departments of the SSU's Department for the Protection of National Statehood, Maksym Vasyliaka — signed documents that served as the basis for searches of detectives from the anti-corruption agency;
  • Employee of the Security Service of Ukraine in Kyiv and Kyiv Region, Vadym Melnyk was one of the investigators in the Magamedrasulov's case and is responsible for operational activities in Kyiv and the region;

  • Judge of the Pecherskyi District Court of Kyiv, Roman Novak refused to consider Magamedrasulov's defence motion to change the preventive measure on fictitious grounds when he had already been in pre-trial detention for two months;

  • Deputy Chairman of the Pecherskyi District Court of Kyiv Oleh Bilotserkivets —granted the prosecutor's request and left Magamedrasulov in custody;

  • Head of the Pecherskyi District Court of Kyiv, Ruslan Kozlov — the "guarantor of manual justice" in this court, where search warrants were issued for most of the NABU detectives.

The Magamedrasulov case

  • Earlier, the media reported that Ruslan Magamedrasulov, head of the interregional detective department of the NABU, who was detained by the SSU, was one of the key employees involved in documenting the activities of businessman and co-owner of "Kvartal 95" Timur Mindich.
  • The SSU reported that one of the heads of the NABU's interregional detective departments, Ruslan Magamedrasulov, had been exposed for doing business with Russia.
  • Later, the Security Service of Ukraine denied that the detention and arrest of NABU employee Ruslan Magamedrasulov were politically motivated.
  • On 16 September, the Security Service of Ukraine, the Office of the Prosecutor General and the State Bureau of Investigations announced new charges against one of the heads of the NABU's interregional detective departments, who is currently in custody on suspicion of aiding an aggressor state.
  • On 23 September, the court left the NABU detective in custody.
  • On 15 October, the court extended the pre-trial investigation period by six months.
  • On 2 December, the Pecherskyi District Court released the detective's father, Magamedrasulov, from pre-trial detention and placed him under house arrest.
