Fabricated evidence was created to benefit SSU official: NABU suspects experts from KNDIISE. VIDEO

Forensic experts from the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine (KSRIFE) are suspected of drawing up knowingly false conclusions regarding the value of luxury property owned by the wife of a senior official at the Security Service of Ukraine.

This was reported by the NABU press office, according to Censor.NET.

What is known?

This is likely to relate to the case ofIlya Vityuk, the former head of the SSU’s Cyber Security Department.

"In December 2023, the wife of a senior official purchased a flat for 21.6 million hryvnias. However, under the contract, its value was deliberately understated to 12.8 million hryvnias.

In April 2024, a lawyer acting on behalf of the couple initiated a valuation and construction expert assessment at the KNDIISE. As early as May, the expert commission issued a report stating that the market value of this flat was 12.3 million hryvnias, i.e. 9.3 million hryvnias lower than its actual value," the NABU noted.

The Bureau believes that, to achieve this result, the experts deliberately used irrelevant properties for comparison.

Subsequently, this document was used by the defence as evidence before the National Agency for Corruption Prevention (NAZK), NABU and in court.

"That same month, NABU detectives, whilst investigating the criminal case concerning the purchase of the flat, commissioned an expert assessment, which they withdrew on 11 November 2024, requesting that the materials be returned without the assessment being carried out.

However, the experts ignored the investigation’s request and continued their analysis. They agreed to limit the value of comparable properties to no more than 2,500–2,600 US dollars per square metre (instead of the market rate of 3,000 US dollars) and deliberately selected the cheapest offers starting at 1,550 US dollars, whilst ignoring other available comparables," NABU stated.

In early December 2024, the experts signed the report but dated it 8 November 2024 (i.e. before it was withdrawn by the NABU detective).

"It is telling that the detectives received a copy of the report not from the KNDIISE, but from the lawyer of the high-ranking official under suspicion. It should be noted that such manipulation of evidence would have been impossible had an expert body been operating under NABU. The management of

of the Bureau has for several years running emphasised the critical need to establish an independent expert institution. This would eliminate corruption risks, prevent external pressure on experts and significantly improve the effectiveness of pre-trial investigations into high-level corruption cases," they concluded.
